2003-2004

The SPA e-Journal

In May 2003 the School of Public Administration published the first issue of its e-Journal. The journal provides scholars with an opportunity to publish and circulate research findings in the field of public manangement, as well as teaching materials, including case studies. The new journal will also help to provide scholarly material for students who are taking distance education courses. So far, two issues have been published with articles in Russian and English.

2002-2003

June 2002. Eight SPA instructors, Alfiya Golovshchinskaya, Anna Chvidounova, Dimitri Medvedko, Konstantin Golovchtchinski, Ksenia Molostova, Olga Mikhaylova, Pavel Kadrov, and Timofei Smirnov, visited the Maxwell School to observe the MPA's Executive Leadership Course. The group observed presentations by the Maxwell faculty and practitioners, as well as the simulation of American government.

On 27 June, they presented the results of their observations as a PowerPoint Slide Show (with speaker notes) to Maxwell faculty, and discussed how the course could be adapted and run in the Russian context. During the presentation the SPA instructors gave their view of the course, its objectives and structure; shared their impressions of its benefits and constraints; and discussed opportunities to implement the course at the School of Public Affairs at MSU.
May 2002. Three Maxwell faculty members, Scott W. Allard, Matt Bonham, and Jeremy Shiffman, participated in a series of workshops at the School of Public Administration on teching methods. Allard spoke with faculty and students about his ongoing research in intergovernmental relationships and its relevance to recent changes within the Russian Federation. In addition, he participated in lectures and discussions that focused on current pedagogical issues within the field of public administration.

Bonham presented a Workshop on e-Learning: Videoconferencing for Global Managment with SPA faculty members, Olga P. Molchanova and Anna V. Kashirova, who demonstrated their distance education courses. Shiffman conducted a workshop for future teachers in the SPA on the use of case studies in graduate-level public administration instruction. In addition, he gave a presentation on how he teaches Public Administration in Democracy, a require course in the Maxwell MPA Program that concerns the political dimensions of public administration.

2000-2001

June 2000. The U.S. Department of State awarded a $500,000 grant to Syracuse University's Maxwell School of Citizenship and Public Affairs to support the School of Public Administration and Social Studies at Moscow State University in its effort to develop a first-rate public policy school. The program will have branch campuses throughout Russia and will emphasize policy analysis, decision-making, empirical approaches, and practical case studies.
