The Maxwell School-SPA partnership includes an exchange of scholars. Nine SPA faculty were in residence at the Maxwell School during the the period from Fall 2000 through Spring 2002. They had the designation of Visiting Scholar and were housed in the Global Affairs Institute (GAI). Each Visiting Scholar had a Maxwell School faculty mentor, and they were integrated into one of the research centers or institutes in the Maxwell School. In June 2002 eight SPA instructors visited the Maxwell School for one month to observe the Executive Leadership Program and develop a strategy for implementing a similar simulation exercise at Moscow State University. The Executive Education Program of the Maxwell School coordinated the visits of all SPA faculty members.

Alexander Livshin
Dr. Alexander Livshin is a scholar and educator in the areas of modern history and political science. He was awarded a Kandidat Nauk (Ph. D.) in Russian History in 1987. Since 1987 he has offered Russian history and politics at SPA of MSU. He is the author of over 50 publications, including three books. Over the past year he was in charge of developing a non-profit studies curriculum at SPA. He was one of the organizers of two SPA-sponsored conferences on non-profit organizations in Russia. He is also working on developing a course on management of non-profit organizations, which will be taught at MSU starting in Spring 2002. He has been teaching courses on Russian History and Politics at Penn State, BYU, and he has been guest-lecturing in a number of other universities in the USA. He taught a "Comparative Politics: Russia" course at Maxwell School in the Fall semester 2001.
Tatiana Zaitseva
Tatiana V. Zaitseva is an educator and a consultant in the field of Human Resources Management and Industrial Psychology. Previously she was a staff member of H. Neumann International Executive Search and Management Consultants company and was announced among five best Russian executive search consultants.
After joining School of Public Administration of MSU she concentrated on research and consultancy in the field of Human Resources Management. She did international comparative research on PA reforms in different countries for the World Bank. As a HRM consultant she joined the Working group on PA Reform in Russia working under the supervision of the Russian Government. Mrs. Zaitseva is the co-head of the Working Group on Quality Management organized by NISPAcee.
Mrs. Zaitseva holds a Ph. D. (kandidat nauk) degree in Psychology from the Moscow State University, and a Master of Business Administration degree from the IRI Management Institute in Rome, Italy. She is an author of two books and more than 20 publications in different jornals, including international ones.
Anatoli Zoub
Professor Anatoli T. Zoub is a scholar and educator in the field of Strategic, Crisis, Innovation Management and Project Management. He was awarded a Kandidat Nauk degree (Ph. D.) in Methodology of Science in 1982 and Doctoral Degree in Philosophy in 1994 by Moscow State University. Since 1995 Mr. Zoub has been Professor of Management and Deputy Head of Theory and Technologies of Management Department, SPA at MSU. He is the author of over 100 publications including 11 monographs and textbooks in methodology of science and management.
Professor Zoub participates in municipal management as the member of the Moscow's Mayor Board in the local government and elected counselor of a District Administration in Moscow. He also works as an independent consultant in business.

Alla Bobyleva
Alla Bobyleva is a scholar and educator in the field of Corporate Finance. In addition to lecturing in SPA, she is the Division Chief of Accounting and Finance in the University of Russian Academy for Education, and she works as a
lecturer in Business School of MSU, in an Auditor's training program. She also consults for small scale businesses in managing working capital and investment analysis.
She was awarded a Kandidat Nayk (Ph. D.) in Economics in 1982 from MSU. She is the author of over 50 publications, including two books. During the last year she coordinated a new program in SPA, "Crisis Management." The program has two branches: "Crisis Management in Corporations" and "Regional Aspects of Crisis Management." Now, Professor Bobyleva is developing a new course called, "Theory and Practice of Enterprise Well-Being." Her new textbook should be completed in April 2002.
Anna Kashirova
Anna V. Kashirova is a scholar and educator in the field of Accounting and Financial Control. She was awarded a Kandidat Nauk (Ph. D.) in Economics by Moscow State University in 1996. For last six years she has paid special attention to new approaches to Accounting in Higher Education.
She is author of 20 publications in different journals and textbooks.
At Moscow State University Anna V.Kashirova teaches courses in Economics, Accounting, Financial Control in School of Public Administration.
Now, she is developing a course called "Managerial and Financial Accounting". Her new textbook should be completed in November 2002.
Eugene Shikin
Eugene V. Shikin is a scholar and educator in the fields of Mathematical Methods and Models in Management, Search Games, Geometry, and Computer Graphics. Since last year he is a head of chair "Mathematical methods in Mannagement" in SPA. In addition to lecturing in SPA and Faculty of Applied Mathematics, he is Professor of Russian State University Humanitarian, and Center of the Scientific and Mathematical Education for Humanitarians in Russian University of Friendship.
He is interested in developing and widening mathematical appoaches to the management problems, especially to the problems in crisis management.
He was awarded as a Kandidat Nauk (Ph. D.) in Mathematics in 1970 from Moscow State University (Lomonosov), and Doctoral Degree in Mathematics in 1977 from Mathematical Institute (Steklov) of Russian Academy of Sciences. He is an author or coauthor of 135 publications, including 15 books in various fields (in Mathematics, Mathimatical Education, and Applications of Mathematics); two of the books were first published in the USA.
Now, Professor Shikin is developing a new course called, "Methods of Optimal Solutions and Operations Research." His new textbook should be completed in September 2002.
Visiting SPA Instructors for June 2002
In June 2002 eight SPA instructors, Alfiya Golovshchinskaya, Anna Chvidounova, Dimitri Medvedko, Konstantin Golovchtchinski, Ksenia Molostova, Olga Mikhaylova, Pavel Kadrov, and Timofei Smirnov, visited the Maxwell School to observe the MPA's Executive Leadership Course. The group observed presentations by the Maxwell faculty and practitioners, as well as the simulation of American government.
On 27 June, they presented the results of their observations as a PowerPoint Slide Show (with speaker notes) to Maxwell faculty, and discussed how the course could be adapted and run in the Russian context. During the presentation the SPA instructors gave their view of the course, its objectives and structure; shared their impressions of its benefits and constraints; and discussed opportunities to implement the course at the School of Public Affairs at MSU.

Ekaterina Panina
Ekaterina Panina is a scholar and educator in the field of Innovation and Strategic Management. She was awarded a Kandidat Nauk degree (Ph. D.) in Methodology of Science in 2000 by Moscow State University.
Now she is developing new course called "Organization Development" and a Web-based version of this course for distant education.

Eugene Vassine
Eugene Vassine is a PhD student at the Moscow State Universiy, department of Math and Computer Science and graduate student an the New Economic School, Moscow. He recieved his masters degree in math and computer science in 2002 for his work in a field of performance analysis and simulation. Now he is participating in organization of a subfaculty of IT and IS at the Moscow State University. His primary interests are pattern recognition and design and implementation of corporate IT systems.
