Rachel Sigman on: Politicized or Professional? Public Sector Organizations in Competitive African Democracies

Why, in similar political contexts, are some bureaucracies politicized and others more professional?  This talk will examine varying effects of political competition on public organizations in Benin and Ghana.  Using data from an original survey of over 500 public sector employees in each country and interviews with politicians and public managers, the talk will discuss the importance of party organizations and private sector development in mediating the relationship between political competition and bureaucratic professionalism.
