Partnership with Russia
The Maxwell School has a long tradition of working with foreign governments and institutions to develop collaborative partnerships that further the study and practice of public administration. Depending on the clients needs, Executive Education will develop customized programs that vary from a single weekend to a multi-year engagement.
The Maxwell School of Citizenship and Public Affairs, Syracuse University (Maxwell School) and the School of Public Administration, M. V. Lomonosov Moscow State University (SPA) have entered into a partnership to develop a program called, "Building Public Administration Education at the University Level in Russia" (Program).
The goals of the program are to create a public administration and public policy school at Moscow State University that meets the highest international professional standards, and educates the next generation of Russia's leaders who will promote democratic governance, civil society and a market-based economy.
In its first three years, 2000-03, the Program elements included (1) curricula development for graduate and executive education in public administration and public policy at SPA and selected additional universities in Russia; (2) expansion of the pedagogical repertoire of SPA instructors; (3) enhancement of the expertise of SPA instructors in selected areas of public administration and public policy; (4) initiation of distance learning capabilities at SPA; (5) production of original case studies and other curricula tools for public administration and public policy instruction; and (6) the organization of SPA and Maxwell School collaborative research on important issues of public administration and public policy. In addition, the partnership has enabled SPA to launch a new e-Journal in Russian and English to circulate research findings in the field of public management, as well as teaching materials, including case studies.
