Certificate of Advanced Study in Leadership of International and Non-governmental Organizations (CAS-LNGO) Application Process

Applications to the Certificate of Advanced Study in Public Administration degree are processed on a rolling basis, or as we receive them.  However, it is best to submit applications for the fall semester by February 1, and for the spring semester by August 15.  To ensure the best results, international students must send their completed application (with all additional documents received) no later than May 1 for the fall semester, and October 1 for the spring semester.

All applicants complete the online application process.  Applicants may request that their recommenders send their letter of recommendation for the candidate via the online process.  Please ensure you have your recommender’s permission and their email address to use when you complete the application online.  Supporting documents such as transcripts and TOEFL scores are to be sent to the following address:

A complete application includes all of the following:

  1. A completed Syracuse University graduate school application
  2. Resumé
  3. Personal statement – this includes your background and why you wish to complete the EMPA
  4. Official transcripts – from graduate and undergraduate studies
  5. 3 letters of recommendation
  6. Application fee - $75.00 US (non- refundable)
  7. TOEFL score: 92-93 (internet-based test), 580 (written test), 237 (computer-based test) minimum for unconditional admission
  8. Proof of competence in a second language

Note:  GRE Scores are not required.  The Admissions Committee reviews applications considering the unique characteristic and experience of each applicant.

Admission Requirements

Applicants must have 7 or more years of mid-level professional experience, including management responsibilities that demonstrate increasing levels of supervision of projects and personnel.
