of International and Non-governmental Organizations (CAS-LNGO) Application
Process
Applications to the Certificate of Advanced Study in Public
Administration degree are processed
on a rolling basis, or as we receive them.
However, it is best to submit applications for the fall semester by
February 1, and for the spring semester by August 15. To ensure the best results, international
students must send their completed application (with all additional documents
received) no later than May 1
for the fall semester, and October 1 for the spring semester.
All applicants complete the online application process. Applicants may request that their
recommenders send their letter of recommendation for the candidate via the
online process. Please ensure you have
your recommender’s permission and their email address to use when you complete
the application online. Supporting
documents such as transcripts and TOEFL scores are to be sent to the following

A complete application includes all of the following:
- A completed Syracuse University graduate school
application
- Resumé
- Personal statement – this includes your
background and why you wish to complete the EMPA
- Official transcripts – from graduate and
undergraduate studies
- 3 letters of recommendation
- Application fee - $75.00 US (non- refundable)
- TOEFL score: 92-93 (internet-based test), 580
(written test), 237 (computer-based test) minimum for unconditional admission
- Proof of competence in a second language
Note: GRE Scores
are not required. The Admissions
Committee reviews applications considering the unique characteristic and
experience of each applicant.
Admission
Requirements
Applicants must
have 7 or more years of mid-level professional experience, including management
responsibilities that demonstrate increasing levels of supervision of projects
and personnel.
