Shanghai Municipal Government
On September 19, 2005, the Maxwell School welcomed the first group of 23 senior government officials from Shanghai, China, for a four-week training program in Syracuse.
The objective of this program is to provide a comprehensive educational experience for Shanghai government officials in the United States. The program introduces participants to the latest developments in public administration, the reform trends, and current initiatives in government management, and the challenges of governance in the 21st century. Participants learn about leadership competencies, management and administration techniques, and acquire an in-depth understanding of major public policy issues affecting the United States, from which participants can draw lessons for Shanghai.
The program utilizes classroom lectures and discussion, case study analysis, site visits to local, state and federal government agencies to explore program materials. Social events are also scheduled to permit participants to interact with Maxwell faculty and students and create another way for participants to learn about the American political, economic and social context of American government and society.
Within the four-week program, the participants spend two and half weeks in Syracuse, four days in Albany and New York City, visiting state and big city governments and three days in Washington, D.C., to visit and meet with experts from federal government agencies and congress. The kind of agencies and institutions depend on the interests of the Shanghai government.

April 2006 -
The Maxwell School hosted three programs from China in April.
The delegation from the Shanghai Municipal Government consisted of 26 government officials. Most of the members are personnel directors who oversee the 18 districts within Shanghai. The remaining members represent various city government agencies. They attended Maxwell to study leadership development and HR management tools/methods that are used in the U.S.
The delegation from the Tsinghua University attended Maxwell to study public policy making processes in the U.S. The delegation meet with faculty and participated training exercises that helped them gain a general understanding of the major issues in thefield of governance, strategic management, leadership development, crisis management, government oversight, media relations, congress and public policy making in the U.S. This activity was supported under the Tsinghua University Partnership.
The Shandong Provincial Political Research Institute also sent a delegation to Maxwell in April. Meetings were held with the associate dean, Executive Education and participants from both the Shanghai municipal government and the Tsinghua University delegations.
March 2006 -
The Maxwell School hosted two organizations in March: The Chinese Youth League and the Shanghai University of Economics and Finance. The Chinese Youth League sent a delegation of 25 representatives to establish a connection with the Maxwell School. Meetings held between Maxwell and the Shanghai University of Economics and Finance help to finalize plans for a partnership. A MoU is expected to be signed later this year. Follow up meeting with both organizations were held the following month in China.
Past Activities and Events
October 2005 - The Maxwell School hosts its annual Chinese Directors-General Program in the United States, as a part of the three-month training program the participants attend at CNSA. The program will provide the participants with background and perspective on the U.S. government and economy, supplemented by visits to local, state and federal agencies and businesses to demonstrate theory in practice.

The Maxwell School hosts the first training program for officials from Shanghai to examine public management and policy issues facing a fast growing metropolitan city like Shanghai.

Dean Mitchel Wallerstein of the Maxwell School visits China to meet with leaders of Maxwell major partners in China and explore new collaborative opportunities.

The Chinese-in-America Association of Public Affairs (CAAPA), founded by Maxwell graduates to promote public administration study and exchange between U.S.-China, jointly organizes an international conference on budget and finance reform in China with Zhongshan University and Xi’an Jitong University.

The Maxwell School assists Syracuse University’s Division of International Study Abroad Program (DIPA) in collaboration with Tsinghua University to create a China center in Beijing to host semester-long study abroad program for American college students.
