The Maxwell School has been working with India since its independence. Paul H. Appleby, former dean of Maxwell, worked closely with the Indian government during the 1950s and that historic partnership provided a strong foundation for the active interests of the School today.
Maxwell/IIMB Programs
Post Graduate Program in Public Policy and Management (PGPPM) - The PGPPM is a two-yearprogram leading to a post graduate diploma. The program is the first of its kind in India and is designed to equip mid-career civil servants with the concepts, skills, and techniques in formulating public policy and strategic management of public systems. The Government of India has been supporting this joint initiative by the Indian Institute of Management – Bangalore (IIMB) and the Maxwell School since 2002.
Each year, Maxwell conducts a seven week intensive program on “Issues in Public Policy: an International Perspective” for the PGPPM program. Participants learn how public policy issues are addressed in the United States and work with Maxwell faculty to develop an in-depth policy study paper of their choice.
The Program is administered through the Center for Public Policy at IIMB and the Executive Education Program at the Maxwell School.
Mid-Career Training for the Indian Administrative Service - The Maxwell School and the Indian Institute of Management – Bangalore (IIMB) have been awarded a contract by the Government of India to design and deliver a two month training program on policy analysis and formation for senior level Indian Administrative Service (IAS) officers. The program will be conducted at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), the Government of India’s premier research and training institute. A component of the training will take place in China.

Maxwell/IIPA Partnership
The Maxwell School has been working with India for over 50 years. Paul H. Appleby, former dean of Maxwell, helped to establish the Indian Institute of Public Administration (IIPA) in 1954. IIPA’s mission is to enhance the leadership management capabilities and skills of executives in government, public sector enterprises, and other public organizations.
