Anjum Parwez  

Cadre: IASAnjum Parwez

Anjum Parwez belongs to the 1994 batch of the Indian Administrative Service. He is working in the Karnataka cadre. His last assignment was as Commissioner of Municipal Administration, Govt. of Karnataka. During this, he was the Head of Department of Urban Local Bodies (ULBs) and gained a very vast experience in urban administration. He was associated with most of the urban reforms taken up in Karnataka state in the last three years. He has engaged in many issues pertaining to ULBs such as service provision, resource mobilization and administration; and has firsthand experience in urban policy formulation.

In about 17 years of experience as an IAS officer, he has held various positions. As Chief Executive Officer (CEO) of the Zilla Panchayat (ZP) in Belgaum district, he has handled rural development and panchayat raj institutions. He was associated with World Bank assisted water supply schemes in rural Karnataka. He has handled almost all the aspect of rural development like health, education, agriculture, village industries, rural sanitation etc. During his tenure as CEO, Belgaum ZP got the best ZP award in Karnataka. He has very rich experience in the area of e-Governance issues and has been instrumental in implementation of many e-Governance initiatives in Karnataka both in rural and, in major way, in the urban sector. He has received many national level awards for e-Governance initiatives in urban sector.

He has worked as Deputy Commissioner of three districts namely, Gulbarga, Kolar and Hassan. As DC he has rich knowledge and experience of district administration, law and order issues, election matters, land related matters, departmental co-ordination etc.

His holds a Bachelor of Technology from Indian Institute of Technology, New Delhi.

He is married with a daughter and a son.

Biswaranjan Sasmal 

Cadre:  RevenueBiswaranjan Sasmal 

Biswaranjan Sasmal belongs to the 1993 batch of the Indian Revenue Service (IRS). He is currently heading the Central Range of Income Tax Department, Visakhapatnam, Andhra Pradesh. He has 17 years of experience in enforcement and administration of Direct Tax Laws in India and has expertise in the areas of Investigation of Tax Evasion and Tax Frauds. He has also gathered experience and expertise in the areas of tax advocacy, with-holding tax, training and human resource development. Currently, he is doing a focused study on “Anti Money Laundering Policy Initiatives of the Income Tax Department”.

Prior to joining the Indian Revenue Service, he was in the Orissa Administrative Service and had 4 years of experience in the Developmental Administration.

He holds a Masters degree from Utkal University in Personnel Management and Labour Welfare.

He also takes interest in the study of natural history and nature and works for its conservation. He belongs to Cuttack in Orissa, is married and has a son, who is studying in Visakhapatnam.

Research Interests: The Anti -Money Laundering Policy Initiatives by the US Internal Revenue Service.  For doing such study, he requests for an academic attachment with the US IRS and with the Global Financial Integrity, Centre for International Policy, Washington DC. Based on such study and exposure, he proposes to do a dissertation on the “Anti Money Laundering Policy initiatives in the Income Tax Department.”

Giriraj Garg

 Giriraj Garg belongs to the 1996 batch of the Indian Telecommunication Services (ITS). He is employed with Department of Telecommunication, Ministry of Communications and Information Technology, Government of India. He is currently deputed as Deputy General Manager (DGM), Mobile Services with Bharat Sanchar Nigam Limited (BSNL) and is posted at Ahmadabad.

In a span of 13 years as an ITS officer, he has gained a wide experience of administrative, technical, planning and marketing in the field of telecommunication. He has held different posts and handled a variety of tasks. He has been involved in the installation and maintenance of Intelligent Network, a network that supports pre-paid mobile services. He was involved with the installation of exchanges and maintenance of National Internet Back-bone Nodes while he was a Divisional Engineer. He was also involved in the planning of transmission network at State level. As DGM Marketing, he took up the task of giving wider publicity to his strategically planned schemes for different groups of customers. He was awarded Sanchar Sewa Padak for the year 2005 by BSNL, M P Telecom Circle.

He holds a Master in Technology in Digital Communication and Radar Engineering from the Indian Institute of Technology, Delhi.

Research Interests: Growth of Telecom Sector in the Current Market Scenario.

Harish Kumar Vashisth

 Harish Kumar Vashisth belongs to the 2001 batch of the Indian Revenue Service (IRS), Customs & Central Excise, He is presently working as Joint Commissioner of Central Excise in Bangalore.

Subsequent to joining IRS, he has worked in Central Excise and Customs divisions.  He was also associated with making of Union budget in 2005. He has got good experience in anti-evasion activities by virtue of his posting in Directorate of Revenue Intelligence, Delhi under Ministry of Finance, Government of India.  He has also participated in teaching activities related to training of Customs & Central Excise officers in India, Audit & Account Probationers in Shimla and officers of Maldives Customs. He has also been part of the Indian delegation in trade negotiations under Asia Pacific Trade Agreement (2007) and attended a seminar related to control on proliferation of Weapons of Mass Destruction and dual use technology organized by USA along with Ukraine Customs in Kiev in 2010.

He has a B.Sc (Hons) in Ophthalmic Techniques from All India Institute of Medical Sciences, New Delhi followed by a Fellowship at the L V Prasad Eye Institute, Hyderabad. Prior to joining the IRS, he had been working as a primary eye care practitioner in and around Delhi. He has also worked in area of community ophthalmology, where he participated in a number of free eye camps, conducted preliminary eye check-ups for school kids and worked in rural areas in collaboration with Lions Club and Rotarians where eye care facilities are not easily available.

Research Interests: Import and Export Duty Structure and Measures taken by USA to check Illegal Imports in America; that involves anti dumping measures, legal framework and risk assessment.

Laisram Angam Chand Singh

 Laisram Angam Chand Singh belongs to the 1987 batch of Indian Audit & Accounts Service (IA&AS). He is presently working as Accountant General, Karnataka, as the representative of the Comptroller & Auditor General (C&AG) of India. He worked with the United Nations as a Civil Affairs Officer in the United Nations Interim Administration Mission in Kosovo. As Joint Director of Audit in the Embassy of India, Washington DC, he also interacted closely with the GAO.  He has headed UN Audit teams for Auditing the United Nations University in Helsinki and FAO in Rome, on behalf of the United Nations Board of Auditors, New York.  He was also a member of the Finance Committee of the Indian Institute of Science, Bangalore. Besides the above he has headed many offices in the Indian Audit and Accounts Department in many states including Karnataka, Jammu & Kashmir and Madhya Pradesh.

As Accountant General, he was responsible for assisting the Public Accounts Committee of many states in discussing the audit reports of the C&AG of India and issuing recommendations thereon. He was also responsible for preparing audit reports on various departments of the State Government and providing the audit report material for all India reports pertaining to his state.

He has also prepared the Finance and Appropriation Accounts of the states of Jammu & Kashmir, Madhya Pradesh and Karnataka, besides maintaining the General Provident Fund Accounts and Authorizing Salaries and issuing Pension Authorities to over a million government servants.

With 24 years of service as an IA&AS Officer, he has wide experience of auditing both within the country and abroad. He has also kept up with his interest in teaching through his lectures at the National Police Academy and the National Academy of Audit & Accounts. He also works closely with the State Government for improving the quality of governance both through formal and informal channels.

He holds a Master of Arts in History from St.  Stephen’s College, University of Delhi and a Law Degree from the University of Delhi. 

Research Interests: Good governance and ways to systematically reduce and eradicate Corruption from Government Departments.

Mohan K. P.

Mohan K. P. belongs to the 1990 batch of the Indian Telecommunication Service (ITS). He is presently working as the Additional General Manager, Mobile Services, in Andaman & Nicobar telecom circle at Portblair.

He has served in various capacities in the states of Kerala and Tamil Nadu. During his 19 years of experience in telecommunications management he has managed numerous installation, commissioning and operations of telecommunication equipments with ease. At present he is responsible for planning, installation, operation and marketing of mobile services in the entire Andaman Nicobar Islands.

He has Bachelor in Engineering in Electronics & Communication Engineering.

Research Interests: Exploitation of Solar Energy in the International Scenario.

Mohd. Manzar Hussain

Mohd. Manzar Hussain is from Indian Railways Service of Electrical Engineer and has about 15 years of experience mainly in the field of maintenance and operation of rolling stock – electric locomotives and suburban trains. His last posting was as Sr. Divisional Electrical Engineer at Sealdah Division, Kolkata in Eastern Railway. Here his main responsibilities were ensuring smooth running of over 800 suburban trains on daily basis by looking after the management of running staff and maintenance of suburban trains.  Earlier he has worked for about 7 years in a workshop, looking after periodical overhauling of the electric locomotives and suburban trains. His responsibilities included material planning, manpower planning, quality control, infrastructure development apart from normal outturn.

His future areas of interest are sustainable urban transport and high speed trains.

He holds a Bachelor in Technology in Electrical Engineering from Indian Institute of Technology, Kanpur. He is married and has two children, a 9 year old son and 6 year old daughter. His other interests are games and old bollywood music.

Narasimha N. Komar

Narasimha N. Komar joined the Indian Police Service (IPS) in 1996 in the Gujarat cadre. He has worked as Superintendent of Police of Dangs, Valsad, Godhra and Anand Districts. He has also worked as Deputy Commissioner of Police, Rajkot City and Superintendent of Police of Economic Offences, CID-Gujarat.

He joined Central Bureau of Investigation (CBI) in 2005 and led anti-corruption operations in Nagpur, Maharashtra and Karnataka for five years and gained great insight into the functioning of Departments of Government of India and Public Enterprises. He was working as Deputy Inspector General of Police & Head of Bank Securities & Fraud Cell, CBI, Bangalore, looking after the investigation of multi-million financial crimes in South India before joining IIM-Bangalore.

He has 12-years of experience in Police Administration, Disaster Management, anti-corruption operations and investigation of financial crimes. His areas of interest are in issues related to reural development, community policing and the study of the impact of social legislations.

He is a graduate in Electrical Engineering from Bangalore University

He is married and has 6-year old daughter.

Niranjan Kumar Sudhanshu

 Niranjan Kumar Sudhanshu belongs to the 2000 batch of the Indian Administrative Services (IAS).  He is working in the Maharashtra cadre. He has an overall work experience spanning more than 10 years with the State Government of Maharashtra. He has worked as Sub Divisional Magistrate, Chief Executive Officer of Zilla Parishad, Collector and District Magistrate of two Districts: Gadchiroli and Jalgaon, Managing Director of Maharashtra State Mining Corporation and General Manager of Pune Municipal Transport.

He has a Bachelor in Technology degree in Petroleum Engineering from Indian School of Mines, Dhanbad. He is a native of Bihar.

Rajiw Kumar Srivastav

Rajiw Kumar Srivastav is an officer in the Indian Railways and belongs to the 2000 batch of Indian Railway Stores Service (IRSS) officers. He is presently posted at Amritsar as Deputy Chief Materials Manager and heads the Northern Railway Amritsar Store Complex which comprises the store field units at Amritsar, Jalandhar, Ludhiana and Budgam. He has a vast experience of managing supply chain and logistics in one of the largest commercial entities of India, Indian Railways.

He was awarded Director General’s Medal for standing first with distinction in Group ‘A’ foundation programme at Railway Staff College, Vadodara in 2002. He has also been awarded by Honorable Minister of Railways, Union of India for Best Performance in Scrap Disposal in year 2006.

He holds a BSc Engineering (Civil Engineering) degree from BIT Sindri, Dhanbad.

He has also worked earlier in Bank of Baroda and State Bank of India (in that order) in managerial capacity for approximately four and half years.

He hails from the Bihar state of India and has interest in travelling, reading and sports. He is married to Ekta Srivastava and has one child Master Shaurya Srivastava aged 8.

Ravi Shankar M.

Ravi Shankar M. belongs to the 1994 batch of the Indian Telecommunication Service (ITS). He is presently working as a Deputy General Manager in the mobile services planning unit of BSNL at Guwahati, Assam. 

He has worked extensively in the area of planning of mobile communication networks in the GSM, 3G, CDMA & WiMAX domains. He has planned and overseen the growth of the BSNL mobile network in the state of Andhra Pradesh from 600 to 5500+ base stations in a span of 5 years. He has also taken an active interest in the formulation of the RFPs and subsequent evaluation of the responses of the telecom equipment vendors in the BSNL mobile network. For his meritorious service, he was awarded the Sanchar Seva Padak award in 2002.

He holds a Master in Techcology degree in Communication Systems from the Indian Institute of Technology, Kanpur.

He has a keen interest in the evolution of technology and how it influences our daily lives. He is an avid reader and has delivered numerous guest lectures on telecom technologies in various fora like MCTE, IETE, engineering colleges and training the trainers etc.

He is married to Krishnaveni and they have two sons, Rohit and Sriram. 

Research Interests: Communication during times of disasters and the experiences in US, and what we can learn from these experiences.

 Sai Sravanan C N belongs to the 1993 batch of the Indian Telecommunication Service (ITS). At present he posted to Bharat Sanchar Nigam Limited (BSNL) and is working as Deputy General Manager (DGM), Mobile Services, Chennai. He is in-charge of operation and maintenance of the Mobile Switching Centre for Chennai and Value Added Services for the South zone. He has also worked as DGM, Cable Construction and DGM, Commercial and Administration. He is also the nodal officer for coordinating with law enforcing and security agencies.

He is a graduate from the Institute of Electronics and Telecommunications Engineers.

His hobbies include listening to music and reading technical documents.

Research Interests: Telecom Regulation Policy in USA and E-Governance.

Sanjay Bansal

Sanjay Bansal belongs to the 1998 batch of the Indian Telecommunication Services (ITS). Currently he is posted as Deputy General Manager (DGM) (HR & EB) in Surat Telecom District, BSNL Gujarat Circle. 

In a career span of 10 years he has had firsthand experience in the core of telecommunication network i.e switching and transmission. He oversaw the maintenance and expansion of telecommunication infrastructure in Surat’s 1239 villages as Dy GM Rural and successfully managed the Human Resource and Marketing units of Surat Telecom District as DGM (HR & EB).

Many rural projects were rolled out under my supervision like WLL, Broadband and E panchyat. In 2006 he got the chance to work with the core disaster management team during floods in Surat, where he managed the challenging task of providing communication needs of the team.

Prior to joining the ITS, he completed his Bachelor in Technology from the Birla Institute of Technology in Ranchi, Jharkhand.

Apart from his regular job, he is actively associated with various social and welfare organizations active at the Surat chapter. He is married and father of two kids, son aged 8 and daughter aged 4 yrs; happily living in Surat, while maintaining links back in Rajasthan.

Research Interests: Policy matters for the rollout of Telecom and Multimedia Services in Rural Areas.

Satyajit Mohanty

Satyajit Mohanty belongs to 1988 batch of Indian Police Service (IPS) and is allotted the Orissa cadre. In the career spanning more than 20 years Mohanty has been posted in a number of police districts and ranges. He was posted as Director of the State Police Academy and Inspector General of Police, Training, Orissa before joining the PGPPM course at IIMB.

He has been functioning as a member of Micro Mission-2 (MM-2) of National Police Mission under the aegis of Ministry of Home Affairs, Government of India, since 2008. As part of the MM-2 he has been working in the field of police reforms, community policing in particular. He has authored three books on professional subjects: Human Rights in Policing, Human Behaviour & Police Ethics, and Police Reforms. He was awarded the President’s Police Medal for Meritorious Service in the year 2004.

He holds a degree in Law and a Post Graduate degree in Human Rights.

Research Interests: Study of community policing schemes or community oriented policing initiatives in the USA.

Subrata Kumar Saha

Subrata Kumar Saha belongs to the 1996 batch of the Indian Telecommunication Service (ITS). Prior to joining IIM Bangalore, he was serving in BSNL, a Public Sector Undertaking (PSU) under the Ministry of Communications & Information Technology, Government of India, in the capacity of Deputy General Manager (Customer Relationship Management). He was responsible for service delivery & service assurance to Platinum Corporate customers (companies with an annual turnover of more than Rs. 500 crores); implementation of the Telecom & IT solutions for the customers in project mode within the stipulated time frame and implementation of Core Banking Solution Project of different banks. The Corporate customers were provided with Fault Escalation Matrix & due care was taken for early resolution of the faults which enabled BSNL to meet the Service Level Agreement parameters. The CRM team under his leadership was able to retain the existing customers as well as generate new business.

He has more than 13 years of experience in the area of telecom which include managing latest technology digital exchanges, cellular mobile telephony service, focussed sales & marketing activities to promote broadband services, head of a telecom service area i.e. responsible for administration, planning, business development pertaining to the area. Prior to joining Department of Telecom, he worked in Bharat Electronics Ltd, a PSU under Ministry of Defence, Government of India, in the executive rank of Deputy Engineer (Systems) for three & half years. During this, he was responsible for implementation of the Satellite Communication Project for Air Force on Turn Key basis.

He graduated in Electronics & Communication Engineering in the year 1993.

His career plan is to work in the Telecom Ministry/Department as well as any other Ministry if the opportunity is available.

Research Interests: Study of the Indian Telecom sector in reference to the Global Telecom Market (especially Telecom scenario in the USA), analysis of the policies/strategies adopted by Governments.

Sudhir Kumar Shahi

Sudhir Kumar Shahi joined the Indian Police Service (IPS) in 1988 in Central Province of India, Madhya Pradesh. He has experience of policing in left wing insurgency areas, anti-dacoity areas, urban & rural policing and armed policing. He has also worked in several predominantly tribal populated districts and in the north eastern region of India. Further, he has also been involved in investigation of economic offences and staff functions at the police headquarters in state special branch, training and anti-narcotics wings. He undertook UN peacekeeping assignments twice in Mozambique (1994) and Bosnia and Herzegovina (1997-1998).

He was awarded Indian Police Medal for meritorious service in 2005.

Before joining this course at IIMB he was responsible for the recruitment of police officers in middle and lower ranks in Madhya Pradesh.

He obtained his Bachelor Degree in Arts from Jammu University and Law from University of Delhi.

His interests include travelling, trekking and reading. So far he has travelled to about sixty countries spread across Africa, Europe, Asia and Australia. He has done extensive trekking in Indian Himalayas in Laddakh, Kashmir, Himachal Pradesh, Uttarakhand, Sikkim and Arunachal Pradesh.

Research Interests: Urban Traffic Management, Role of Police in Protecting Interests of Vulnerable Social Groups, Corruption in Law Enforcement Agencies and its Impact on their Image/Effectiveness and Gender Related Issues in Police Organizations.

Venkatram T. V. is an officer of the Indian Telecommunication Service (ITS) and is presently working as General Manager, BSNL at Madikeri in Karnataka. His responsibilities include administration, planning, operations & maintenance and marketing of the mobile, land-line and broadband services and network in the district. Prior to this he has worked as Director of the Regional Telecom Training Institute at Mysore and developed courses on Telecom Technologies, Management, Marketing, Computers etc. for officers of BSNL and other private organizations like Infosys Technologies, Flextronics , UTL  and various Central/State Government Offices.

Prior to joining the Telecom Service, he worked at the Satellite Centre of Indian Space Research Organization at Bangalore.

He holds a Bachelor in Technology in Electronics & Communication and a Master is Technology in Digital Systems from the National Institute of Technology, Allahabad

He has interest in sports like badminton, table-tennis and cricket.
