Bus Shelter Assessment

The bus shelter assessment was conducted during the spring of 2006 by students in the Community Benchmarks Program (CBP) of the Public Affairs program in the Syracuse University Maxwell School of Citizenship and Public Affairs. Working with the community geographer, the class evaluated the distribution, cleanliness, and accessibility of bus shelters on the Central New York Regional Transport Authority (Centro) bus lines in Onondaga County. This study is the first in a series of collaborative efforts between the community geographer and the CBP to examine the availability of public transportation to Onondaga County residents.

Using Geographic Positioning Systems (GPS) and Geographic Information Systems (GIS) technology, students mapped the geographic locations of 120 bus shelters in the Syracuse metro area. The shelter locations were then overlaid with county census data, such as race, poverty, car ownership, and public transportation utilization to evaluate whether shelters are located in geographic areas characterized by frequent public transportation usage. The students also assessed the conditions of the area surrounding the shelters, including the sidewalk curb cuts and street lighting and conducted a bus rider survey.

At Centro’s request, students evaluated the handicapped accessibility of the shelters, using criteria set forth by the Americans with Disabilities Act (ADA) of 1990 and the Federal Transportation Act. This information will help Centro identify shelters in need of replacement because they were built prior to the ADA legislation.

The results of the bus shelter assessment and the bus rider survey were shared with community members, Centro staff, and city officials during a presentation on April 27, 2006.
