Global Europe Program 2007

The Global Europe Program pulls together the academic, experiential and professional strands of the MA-IR program to focus on contemporary Europe and the European Union. Global Europe has three elements: (a) a seminar on the European Union; (b) a supervised internship in Europe; and (c) an independent study course. These three elements result in nine credits for the MA-IR Program, and place the students in an ideal position for completing their program paper. Each of the elements plays an important role in the preparation of the students for their professional lives.

This Program is offered by the International Relations Program in collaboration with the EU Center of the Global Affairs Institute at the Maxwell School of Syracuse University. The program is open to all qualified students in the Maxwell School.

Part I: The Global Europe Seminar

The European Union Seminar is the first element of the Global Europe Program and also serves to pull the program together. The seminar has two goals:

(1) The Global Europe Program explores the leading issues of concern among the existing and prospective member states of the European Union.
(2) The Global Europe Program connects the students' interests with internship opportunities in Europe and related independent studies.

The seminar begins in December with a symposium offering: (a) a series of discussions about current developments in the European Union and (b) meetings of the individual students with the previous cohort members returning to make public presentations about their own European internships. Newly admitted students meet with the Global Programs Coordinator as they seek internships pertinent to their interests and related independent studies. Students will also be required to participate in the European Union Simulation event being held in Washington, DC in May, followed by a series of lectures on issues of interest to the year's cohort.  Topical foci of this year's seminar will be the EU constitutional process, immigration, monetary union, security, enlargement, and the view from Russia.

The European Court of Human RightsThe program reconvenes in Europe in mid- September to offer students a direct view of EU institutions and processes.  This year, the students will convene in Strasbourg, France during the week of September 9-14, 2007. Following the seminar this week, students depart for their internships across Europe. The seminar concludes at the beginning of the spring semester by reconvening in Syracuse for a collective debriefing that serves in turn as the beginning of the next iteration of the Global Europe program. This year's Global Europe Symposium will be held at Maxwell on January 25, 2008 (tentative date).  In this way, Maxwell students continually work together both as they develop their plans, and as mentors to those who follow.

Part II: The Global Europe Internship

The second element of the Global Europe Program is the professional internship. Students may pursue an internship in any member state of the European Union, and possibly in states with EU accession or applicant status at the director's discretion. These European internships may be with a governmental, non-governmental or business organization in Europe. The Maxwell faculty and staff overseeing the internship component of the program work with on-site internship supervisors to ensure a professionally rewarding experience for the student.  The students write reports on the objectives of their internship, its development, and finally offer a critical assessment of the organization and their experience in the position.

These internship reports are publicly presented during the Global Europe Symposium as outlined above. Beginning with the 2003 cohort, they are also bound together into a volume published under the auspices of the EU Center at Maxwell's Global Affairs Institute, for use by future interns, and others interested.

Part III: The Global Europe Research
(IRP 700-002)

The third element of the Global Europe Program, the independent study course, enables students to add academic depth to the sphere of interest that likely also frames their internships.  The structure of the program allows students to link the topic of the independent study with the students' work at their internship.  In partnership with the Maxwell faculty supervisor (Peg Hermann), each student will determine the parameters of the subject of study and how the work will proceed and be evaluated during the fall.

The Global Europe Program can culminate in the writing of a Master's Program Paper that combines the knowledge and insight gained from the introductory seminar, the supervised internship, and the accompanying independent study. The European Union Center in the Maxwell School hopes eventually to publish these papers in abbreviated form, whether as synopses, executive summaries, or op-ed pieces.

Eligibility

Any student who has been accepted into the Maxwell School's MA in International Relations Program is eligible to apply. Knowledge of French, German, Italian or Spanish is highly desirable.

Admission to the Program and Procedures

Participants are admitted to the program upon the review of the Global Europe Program Director and a panel of advisors. They will confirm their intent to participate in writing to the Global Programs Coordinator. Participants begin Part I of the Global Europe Program upon admission, conferring with the Director and other faculty and staff advisors about their research and professional interests.

Participants in the Global Europe Program are subscribed to a listserv, engaged in spring sessions as indicated above, and travel to Europe in the fall semester of the year in which they participate.

Registration for the fall semester portion of the Global Europe Program occurs during normal registration in April, and includes (a) the Global Europe Seminar; (b) the Global Europe Internship; and (c) the Global Europe Research courses. See the IR Global Programs Coordinator for details.
 

Travel and Living Arrangements

Participants arrange and pay for their own transportation, housing, and personal expenses.  The only exception to this is for the Strasbourg portion of the Global Europe Seminar held in mid-September.  Housing will be arranged for program participants in Strasbourg.  For more information, please contact Nell Bartkowiak, the IR Global Programs Coordinator. >It is important that all students recognize that they are ultimately responsible for making any travel and housing arrangements which are not already provided for, especially those relating to visa issues.  We recommend that all students make an appointment with an advisor at The Lillian and Emanuel Slutzker Center for International Services to coordinate their travel visas.

Program Cost and Expense Estimate

Students pay Syracuse University graduate tuition at $940 per credit.  Please note that this is the 2006-2007 cost of tuition, and costs are expected to rise in 2007-2008. Additional costs borne by the student include transportation, housing and personal expenses.  Costs for transportation to and living in Europe will vary widely by the location and relevant living expenses of the internship site, and students may wish to research these variations in advance of their departure.

One of the features of the Global Europe Program is that it is funded in part through a grant from the European Commission.  Each year, participants of the Global Europe Program are eligible to receive generous awards to help fund their participation in the Global Europe Program.  Students who wish to be considered for this grant must be admitted into the program and must have proof of an internship offer.  For more information, please contact Juanita Horan, Assistant Director of the Global Affairs Institute.  We highly recommend that all students consider pursuing outside sources of funding to offset the remaining costs of their Global Europe experience.
