The undergraduate Maxwell-Washington
International Relations Semester and the graduate-level Summer Practicum
are both directed by Dr. Michael D. Schneider, who also teaches the
"traveling seminar" which meets all-day every Thursday and features guest
speakers as well as visits to institutions such as Congress, the World
Bank, Greenpeace, the Pentagon and foreign embassies.
Dr. Schneider comes to the Syracuse Maxwell-Washington International
Relations Semester and Summer Practicum from service in the U.S.
Information Agency and Department of State. He most recently was Executive
Director of an independent study of the Fulbright Exchange Program and
Special Adviser to the Director of USIA. From 1993 to 1996, Schneider was
Senior Adviser to Timothy Wirth, Under Secretary of State for Global
Affairs. Schneider represented Under Secretary Wirth on the Gore-Chernomyrdin
Commission Environment Committee. He authored a bilateral agreement on
sustainable management of natural resources, and promoted Russian-U.S.
cooperation on environmental education. Schneider also coordinated a
global U.S. initiative on infectious diseases, and organized a project on
educational technology under the U.S.-Japan Common Agenda. 
Dr. Schneider began his career with
USIA in Calcutta, India and Dacca, East Pakistan, and served in the East
Asia/Pacific Affairs Office, the Cultural Services and Policy Planning
Office. He earned the BA at Rochester University and the MA at Columbia
University in American history, and the Ph.D. at the American University
in International Studies.

Dr. James M. Keagle offers our Global
Issues seminar. A Pentagon official and a Latin American specialist,
Dr. Keagle served as Deputy Director of the Defense Department's
Bosnia Task Force, Cuba Desk Officer for DOD, and Political Officer
at Headquarters US Southern Command in Panama. Dr. Keagle is also
the Dean of Academic Affairs at the National Defense University. He
earned a Ph. D. in Politics from Princeton University.
Raymond J. Ahearn is the Head of the International Trade and
Finance Section at the Congressional Research Service (CRS). In this
capacity, he supervises the work of 10 analysts who provide research
and support to Congress on international policy issues. Mr. Ahearn
began his career in the Economics Division of CRS in 1975. In 1988
he assumed the position of Specialist in Trade Relations in the
Foreign Affairs and National Defense Division of CRS and in 1998 he
began his current assignment. During 1993-1994 he served as Director
of Trade Strategy for Japan in the Office of the United States Trade
Representative. During his CRS career, he has authored a number of
reports on bilateral and multilateral trade issues. His most recent
reports include U.S.-European Union Trade Relations: Policy
Challenges and Issues and Trade and the Americas. In addition to CRS
reports, he has also written a number of articles that have been
published in books, journals, and newspapers. Mr. Ahearn received a
B.A. in political science from Union College (Schenactady, N.Y.) in
1971, an M.A. from the Johns Hopkins School for Advanced
International Studies (SAIS) in 1973, and an M.A. in economics from
George Washington University in 1980. He is also a 1991 graduate of
the National War College in Washington, D.C.
