Pavel Baev is a leading international expert on Russian foreign and security policy.  He is the author of The Russian Army in a Time of Troubles, Russian Energy Policy and Military Power: Putin’s Quest for Greatness, and  many academic and popular articles on Russian military reform, Russian energy policy, and Russia’s relations with its neighbors.  Before leaving Russia for PRIO in 1992, he worked as a researcher for the USSR Ministry of Defense and the Institute of Europe, USSR Academy of Sciences.
