Professor at the Tallinn University Law School
Ivar Raig is one of Estonia's most prominent Eurosceptics, a critic both of the country adopting the Euro and the broader economic integration project. Professor Raig will address the current Euro crisis, and what it means both for Estonia and the European Union as a whole.
Ivar Raig is a Professor at the Tallinn University Law School. Professor Raig is a leading Estonian expert on European integration and EU Enlargement. He is a former member of the Estonian Parliament and the USSR Supreme Soviet, as well as a former Estonian Ministry of Foreign Affairs official responsible for EU enlargement negotiations. He has authored multiple books and articles on European integration. He earned his Ph.D in Political Economy at the Institute of Economics, Latvian Academy of Sciences.

A European musician and composer sets out to capture the musical diversity of Istanbul. A lover of experimentations with sound, Alexander Hacke (of the German avantgarde band Einstürzende Neubauten) roams the streets of Istanbul with his mobile recording studio and "magic mike" to assemble an inspired portrait of Turkish music. His voyage leads to the
discovery of a broad spectrum ranging from modern electronic, rock and hip-hop to classical "Arabesque". As he wanders through this seductive world, Alex collects impressions and tracks by artists such as neo-psychedelic band Baba Zula, fusion DJs Orient Expressions rock groups Duman and Replikas, maverick rocker Erkin Koray, Ceza (Turkey’s answer to Public Enemy), breakdance performers Istanbul Style Breakers, digital dervish Mercan Dede, renowned clarinetist Selim Sesler, Canadian folk singer Brenna MacCrimmon, street performers Siyasiyabend, Kurdish singer Aynur, the "Elvis of Arabesque" Orhan Gencebay, and legendary divas Müzeyyen Senar and Sezen Aksu.

Localizing Islam in Europe: Turkish Islamic Communities in Germany and the Netherlands 11/16/2011 - 12:00pm

In the twentieth century, Muslim minorities emerged in Europe seeking work, a refuge from conflict, and higher life standards. As a result, there are now more than 12 million Muslims in Western Europe. As these immigrants became permanent residents, the Islamic communities they developed had to respond to their European context, reinterpreting Islam in accordance with local conditions. In Yükleyen's forthcoming book titled "Localizing Islam in Europe" from Syracuse University Press in Fall 2011, Yükleyen brings this adaptation to light, demonstrating how Islam and Europe have shaped one another and challenging the idea that Islamic beliefs are inherently antithetical to European secular, democratic, and pluralist values.
Drawing on extensive fieldwork, he finds that, despite differences in goals and beliefs, Turkish Islamic communities play an intermediary role, negotiating between the social and religious needs of Muslims and the socioeconomic, legal, and political context of Europe. Yükleyen’s rich ethnography shows that there is no single form of assimilated and privatized "European Islam" but rather Islamic communities and their interpretations and practices that localize Islam in Europe.

50 years ago, East Germany started building the Berlin Wall, the dominant symbol of the Cold War between the Union States and the Soviet Union. Soviet leader Nikita Khrushchev called Berlin “the most dangerous place on earth.” He knew what he was talking about. For the first time in history, American and Soviet fighting men and tanks stood arrayed against each other, only yards apart. One mistake, one overzealous commander, and the trip wire would be sprung for a war that would go nuclear in heartbeat. Khrushchev and the new U.S. President John F. Kennedy faced off in one of the signature crises of the Cold War. Berlin 1961, according to Henry Kissinger, is "Gripping, well researched, and thought-provoking, with many lessons for today."
In commemoration of the 50th anniversary of the Berlin Crisis and the construction of the Berlin Wall, Frederick Kempe will discuss his book Berlin 1961.

In this film, Yılmaz Erdoğan sets his stage amongst magnificent, cutting edge shots of Istanbul, the capital of complicated dealings, where the culpable and the innocent mingle in the streets. In the inevitable grand scheme of organized crime, there are always winners and losers; one should be careful about accepting help when the trusted faces are clouded in mist. Now lost within the workings of that great churning machine of darkness is Superman, a suicidal comic who gets inescapably entangled in this hellish web. Taking on the lead role as well as the writing and directing credits, Yılmaz Erdoğan brings lives from the fringes to the screen with the help of a talented supporting cast.

Consul General of the Federal Republic of Germany in New York
Busso von Alvensleben is currently the Consul General of the Federal Republic of Germany in New York. After serving as a member of the Faculty of Law at the Free University Berlin,
he worked at the Deutsche Bank AG and the Federal Foreign Office in Bonn. Mr. von Alvensleben later served as counselor at the German Embassy in Tel Aviv and for the Permanent Mission of the Federal Republic of Germany to the UN in Geneva. In 1994, he was the head of former Federal President von Weizsäcker’s office and in 1998 the Deputy Chief of Protocol at the Federal Foreign Office. Mr. von Alvensleben was an Ambassador, Chief of Protocol beginning in 2000 and the Ambassador to Sweden starting in 2003. In 2006, he became the Ambassador, Commissioner for Global Issues: Civilian Crisis Prevention, Human Rights, Humanitarian Aid and International Terrorism for the Federal Foreign Office. Prior to his current post, Mr. von Alvensleben was the Ambassador to Ireland.
Mr. von Alvensleben will give a short presentation on the current situation in Europe and Germany’s role in it. He will then open up the discussion to question and answer.

Sadik was rebellious as a young man and was politically active as a university student; he became a left-wing journalist in the 70's, despite his father's expectations of him becoming an agricultural engineer and taking control of their family farm in an Aegean village. On the dawn of September 12, 1980, when a merciless military coup hits the country, they cannot find access to any hospital or a doctor, and Sadik's wife dies while giving birth to their only child, Deniz. After a long-lasting period of torture, trials, and jail time, Sadik returns to his village with 7-8 years old Deniz, knowing that it will be hard to correct things with his father, Huseyin. This curious but compelling docudrama recreates this race for industrialization by the engineers of the State Railroad Directorate in Eskişehir. Following the 1961 coup d'état by Cemal Gursel, Pasha believes that Turkish people can produce their own cars so he ordered 2 cars. After the Russian ’93 War between Russia and the Ottoman Empire, the Molokan community, a part of the Russian nation, is forced to migrate to Kars in Eastern Anatolia. Among the migrating families is Mişka’s family. Mişka grows old in Kars and now operates the only mill in the village. However, he has to struggle with financial difficulties after modern machines start replacing traditional methods. In the meantime, the cranky old woman of the village, Popuç, hates Mişka and does not want him in the village. Popuç lives with her son Semistan, daughter-in-law Figan and three grandchildren. However, the smallest and most wayward of her granddaughters, Alma, befriends the old Mişka. Alma will help two elderly people question their histories and reveal their big secrets. The latest film Taylan Brothers have directed is a noir comedy that delicately tells the story of a small town family. Engin Günaydin, who has also scripted the film, plays Celal, a despondent man, unhappily married with a child to Sevilay. He works together with his brother Cemal, at their electrical appliances shop, drowned in debt. But the worse is, he is in love with a singer who works at a sleazy night club in Samsun. In their mid-twenties, Jan and Peter live together and share a blue VW bus as well as a deep-seated passion about social injustice in the world. It is not enough for them to distribute flyers at demonstrations; they need action and roam through the streets of the filthy rich at night, seeking to teach them a lesson. They don't steal anything, but break into empty houses and leave behind creative chaos, underscored by such scribbled slogans as "the days of plenty are numbered", signed "The Edukators". When one of the owners catches them by surprise, the "Edukators" have no plan for this situation and suddenly find themselves turning into kidnappers.

This talk offers a comparative approach to government-interest group relations in different polities. The farm lobby groups have been taken as the unit of analysis both in the European Union (EU) and the United States (US). The talk will shed light on the meanings of the actual government-interest group relationships based on existing literature. First, theoretical tools and the pieces of literature on government and interest group relations will be outlined. The old and new conceptual and theoretical approaches will be reviewed briefly.
Second, recent historical developments in the EU and the US will be explained in terms of the development (reforms) of agricultural policies, respectively. The roles of the government-interest group relations will be put special emphasis on in shaping (reforming) the farm policies in both of the polities. The aim of this section is to explain which of the theoretical and conceptual tools best describe their relations in both of the political units. The following questions will be asked: Have there been corporatist relations in US farm policy-making? Or, why has the EU’s agricultural policy-making been dominantly characterized as corporatist, while the case was different in the US? Third, the factors that changed the existing patterns of interest intermediation will be investigated. To that end, forces of globalization, the effects of international trade agreements and, the changes of the constellations in policy networks will be given special emphasis.

One of the most important goals of post-conflict reconciliation and democratization programs around the world is the establishment of a social order that would lead to peace and stability. In the case of Bosnia and Herzegovina (BiH), this includes careful planning of the spatial reorganization of people and territory. More specifically, the project of democratization in BiH assumes a fixed relationship between people, understood as ethnic collectivities, and territory, understood as ethnically homogenous spaces. This particular spatial governmentality relies on a powerful set of rigid assumptions about belonging, identity, territoriality and politics in BiH, which makes “ethnically mixed” identities spatially unmappable and politically inapt. Furthermore, the state-making and peace-building policies make the traditional forms of urban mixing politically and socially risky, since mixing suggests socially and culturally deeper, historically rooted, and regionally expansive “feeling of otherness” that cannot be recognized nor nurtured under the existing democratic regime that favors ethnic segregation. Building on 18 months of ethnographic fieldwork in the Herzegovinian city of Mostar, in this presentation I focus on the everyday experiences of “invisible citizens,” who because of their “mixed identities,” became socially and politically unfit for the consociational model of peace and democracy.

European Union, especially expanding its borders after 1990s and intensifying its integration process within the union, gives great importance to local and regional administrations around the principle of subsidiarity and perception of democratic governance. EU demands of all of the candidate member states to harmonize their national laws and regulations with EU directives. Turkey, started its membership negotiations as a candidate member state in 2005, had already launched reforms on local and regional administrations in 2002. For the last thirty years, different Turkish governments have made some attempts to reform public administration in general and local government administrations in specific. However, reforms in the last decade have been the most successful ones to make public administration more accountable and to empower the local authorities to deliver local services better at the local level. These reforms are triggered by both internal dynamics such as the change in the structure of the Turkish economy, rapid urbanization, increasing demand for more democracy and development of civil society, as well as external dynamics such as globalization and European (EU) membership process.
