Professor at the Tallinn University Law School

Ivar Raig is one of Estonia's most prominent Eurosceptics, a critic both of the country adopting the Euro and the broader economic integration project. Professor Raig will address the current Euro crisis, and what it means both for Estonia and the European Union as a whole.

Ivar Raig is a Professor at the Tallinn University Law School. Professor Raig is a leading Estonian expert on European integration and EU Enlargement. He is a former member of the Estonian Parliament and the USSR Supreme Soviet, as well as a former Estonian Ministry of Foreign Affairs official responsible for EU enlargement negotiations. He has authored multiple books and articles on European integration. He earned his Ph.D in Political Economy at the Institute of Economics, Latvian Academy of Sciences.

 Fatih Akin - Crossing the Bridge: The Sound of Istanbul / İstanbul Hatırası: Köprüyü Geçmek (2005)

A European musician and composer sets out to capture the musical diversity of Istanbul. A lover of experimentations with sound, Alexander Hacke (of the German avantgarde band Einstürzende Neubauten) roams the streets of Istanbul with his mobile recording studio and "magic mike" to assemble an inspired portrait of Turkish music. His voyage leads to the
discovery of a broad spectrum ranging from modern electronic, rock and hip-hop to classical "Arabesque". As he wanders through this seductive world, Alex collects impressions and tracks by artists such as neo-psychedelic band Baba Zula, fusion DJs Orient Expressions rock groups Duman and Replikas, maverick rocker Erkin Koray, Ceza (Turkey’s answer to Public Enemy), breakdance performers Istanbul Style Breakers, digital dervish Mercan Dede, renowned clarinetist Selim Sesler, Canadian folk singer Brenna MacCrimmon, street performers Siyasiyabend, Kurdish singer Aynur, the "Elvis of Arabesque" Orhan Gencebay, and legendary divas Müzeyyen Senar and Sezen Aksu.

Localizing Islam in Europe: Turkish Islamic Communities in Germany and the Netherlands 11/16/2011 - 12:00pm

Croft Assistant Professor of Anthropology, Croft Institute for International Studies, University of Mississippi

In the twentieth century, Muslim minorities emerged in Europe seeking work, a refuge from conflict, and higher life standards. As a result, there are now more than 12 million Muslims in Western Europe. As these immigrants became permanent residents, the Islamic communities they developed had to respond to their European context, reinterpreting Islam in accordance with local conditions. In Yükleyen's forthcoming book titled "Localizing Islam in Europe" from Syracuse University Press in Fall 2011, Yükleyen brings this adaptation to light, demonstrating how Islam and Europe have shaped one another and challenging the idea that Islamic beliefs are inherently antithetical to European secular, democratic, and pluralist values.

Drawing on extensive fieldwork, he finds that, despite differences in goals and beliefs, Turkish Islamic communities play an intermediary role, negotiating between the social and religious needs of Muslims and the socioeconomic, legal, and political context of Europe. Yükleyen’s rich ethnography shows that there is no single form of assimilated and privatized "European Islam" but rather Islamic communities and their interpretations and practices that localize Islam in Europe.

Frederick Kempe, President and Chief Executive Officer, Atlantic Council

50 years ago, East Germany started building the Berlin Wall, the dominant symbol of the Cold War between the Union States and the Soviet Union. Soviet leader Nikita Khrushchev called Berlin “the most dangerous place on earth.” He knew what he was talking about. For the first time in history, American and Soviet fighting men and tanks stood arrayed against each other, only yards apart. One mistake, one overzealous commander, and the trip wire would be sprung for a war that would go nuclear in heartbeat. Khrushchev and the new U.S. President John F. Kennedy faced off in one of the signature crises of the Cold War. Berlin 1961, according to Henry Kissinger, is "Gripping, well researched, and thought-provoking, with many lessons for today."

In commemoration of the 50th anniversary of the Berlin Crisis and the construction of the Berlin Wall, Frederick Kempe will discuss his book Berlin 1961.

In this film, Yılmaz Erdoğan sets his stage amongst magnificent, cutting edge shots of Istanbul, the capital of complicated dealings, where the culpable and the innocent mingle in the streets. In the inevitable grand scheme of organized crime, there are always winners and losers; one should be careful about accepting help when the trusted faces are clouded in mist. Now lost within the workings of that great churning machine of darkness is Superman, a suicidal comic who gets inescapably entangled in this hellish web. Taking on the lead role as well as the writing and directing credits, Yılmaz Erdoğan brings lives from the fringes to the screen with the help of a talented supporting cast.

Consul General of the Federal Republic of Germany in New York

Busso von Alvensleben is currently the Consul General of the Federal Republic of Germany in New York. After serving as a member of the Faculty of Law at the Free University Berlin,
he worked at the Deutsche Bank AG and the Federal Foreign Office in Bonn. Mr. von Alvensleben later served as counselor at the German Embassy in Tel Aviv and for the Permanent Mission of the Federal Republic of Germany to the UN in Geneva. In 1994, he was the head of former Federal President von Weizsäcker’s office and in 1998 the Deputy Chief of Protocol at the Federal Foreign Office. Mr. von Alvensleben was an Ambassador, Chief of Protocol beginning in 2000 and the Ambassador to Sweden starting in 2003. In 2006, he became the Ambassador, Commissioner for Global Issues: Civilian Crisis Prevention, Human Rights, Humanitarian Aid and International Terrorism for the Federal Foreign Office. Prior to his current post, Mr. von Alvensleben was the Ambassador to Ireland.

Mr. von Alvensleben will give a short presentation on the current situation in Europe and Germany’s role in it. He will then open up the discussion to question and answer.

Sadik was rebellious as a young man and was politically active as a university student; he became a left-wing journalist in the 70's, despite his father's expectations of him becoming an agricultural engineer and taking control of their family farm in an Aegean village. On the dawn of September 12, 1980, when a merciless military coup hits the country, they cannot find access to any hospital or a doctor, and Sadik's wife dies while giving birth to their only child, Deniz. After a long-lasting period of torture, trials, and jail time, Sadik returns to his village with 7-8 years old Deniz, knowing that it will be hard to correct things with his father, Huseyin. (Turkish with English subtitles)

The biography of Mustafa Kemal Atatürk, who not only grew himself up from a poor lonely child to a country's most loved person, but also rose a new country from the ashes of an empire. A story of a soldier, an eminent statesman and a great reformist. The life of Mustafa Kemal Atatürk from his early childhood to his death, in most of which he remained lonely despite being among crowds. This curious but compelling docudrama recreates this race for industrialization by the engineers of the State Railroad Directorate in Eskişehir. Following the 1961 coup d'état by Cemal Gursel, Pasha believes that Turkish people can produce their own cars so he ordered 2 cars. Gunduz and engineers working with him must produce 2 cars in only 130 days! Directed by Tolga Ornek (115 minutes) (Turkish with English subtitles)

After the Russian ’93 War between Russia and the Ottoman Empire, the Molokan community, a part of the Russian nation, is forced to migrate to Kars in Eastern Anatolia. Among the migrating families is Mişka’s family. Mişka grows old in Kars and now operates the only mill in the village. However, he has to struggle with financial difficulties after modern machines start replacing traditional methods. In the meantime, the cranky old woman of the village, Popuç, hates Mişka and does not want him in the village. Popuç lives with her son Semistan, daughter-in-law Figan and three grandchildren. However, the smallest and most wayward of her granddaughters, Alma, befriends the old Mişka. Alma will help two elderly people question their histories and reveal their big secrets. While fighting the community's racism toward the new illegal workers, Lucia falls in love with Curro (Jose Coronado), a man who shares her cause. The couple is forced to confront the racism of the town and as tensions come to head, they will have to make some decisions that could cost them everything. It is not enough for them to distribute flyers at demonstrations; they need action and roam through the streets of the filthy rich at night, seeking to teach them a lesson. They don't steal anything, but break into empty houses and leave behind creative chaos, underscored by such scribbled slogans as "the days of plenty are numbered", signed "The Edukators". When one of the owners catches them by surprise, the "Edukators" have no plan for this situation and suddenly find themselves turning into kidnappers.

This talk offers a comparative approach to government-interest group relations in different polities. The farm lobby groups have been taken as the unit of analysis both in the European Union (EU) and the United States (US). The talk will shed light on the meanings of the actual government-interest group relationships based on existing literature. First, theoretical tools and the pieces of literature on government and interest group relations will be outlined. The old and new conceptual and theoretical approaches will be reviewed briefly.

Second, recent historical developments in the EU and the US will be explained in terms of the development (reforms) of agricultural policies, respectively. The roles of the government-interest group relations will be put special emphasis on in shaping (reforming) the farm policies in both of the polities. The aim of this section is to explain which of the theoretical and conceptual tools best describe their relations in both of the political units. The following questions will be asked: Have there been corporatist relations in US farm policy-making? Or, why has the EU’s agricultural policy-making been dominantly characterized as corporatist, while the case was different in the US? Third, the factors that changed the existing patterns of interest intermediation will be investigated. To that end, forces of globalization, the effects of international trade agreements and, the changes of the constellations in policy networks will be given special emphasis.

One of the most important goals of post-conflict reconciliation and democratization programs around the world is the establishment of a social order that would lead to peace and stability. In the case of Bosnia and Herzegovina (BiH), this includes careful planning of the spatial reorganization of people and territory. More specifically, the project of democratization in BiH assumes a fixed relationship between people, understood as ethnic collectivities, and territory, understood as ethnically homogenous spaces. This particular spatial governmentality relies on a powerful set of rigid assumptions about belonging, identity, territoriality and politics in BiH, which makes “ethnically mixed” identities spatially unmappable and politically inapt. Furthermore, the state-making and peace-building policies make the traditional forms of urban mixing politically and socially risky, since mixing suggests socially and culturally deeper, historically rooted, and regionally expansive “feeling of otherness” that cannot be recognized nor nurtured under the existing democratic regime that favors ethnic segregation. Building on 18 months of ethnographic fieldwork in the Herzegovinian city of Mostar, in this presentation I focus on the everyday experiences of “invisible citizens,” who because of their “mixed identities,” became socially and politically unfit for the consociational model of peace and democracy.

European Union, especially expanding its borders after 1990s and intensifying its integration process within the union, gives great importance to local and regional administrations around the principle of subsidiarity and perception of democratic governance. EU demands of all of the candidate member states to harmonize their national laws and regulations with EU directives. Turkey, started its membership negotiations as a candidate member state in 2005, had already launched reforms on local and regional administrations in 2002. For the last thirty years, different Turkish governments have made some attempts to reform public administration in general and local government administrations in specific. However, reforms in the last decade have been the most successful ones to make public administration more accountable and to empower the local authorities to deliver local services better at the local level. These reforms are triggered by both internal dynamics such as the change in the structure of the Turkish economy, rapid urbanization, increasing demand for more democracy and development of civil society, as well as external dynamics such as globalization and European (EU) membership process.

University College, Oxford

The paper focuses on the puzzle of the coexistence of positive and negative integration in the EU, with a particular focus on the organization of fiscal structures.  The paper traces the causal chain from individuals, political organizations, to political elites, to explain why the union has failed to integrate fiscal policy while at the same time devotes a large portion of its budget to transfer resources to its poorer members. Understanding this process illuminates why the EU is on different footing to respond to the financial crisis than other more consolidated and integrated political unions around the world.

Debate on Global Trade Reform: EU and US Advocacy for Social Justice

Anti-globalization activists have been critiquing the Global Trade Regime for over a decade, arguing for greater consideration of environmental issues, human rights and sustainable development.  The strongest advocacy has been targeted at the powers of the Global North: the US and the EU.

This  debate brings together advocates from both sides of the Atlantic to discuss Fair Trade & Social Justice Advocacy today: what policies and institutions are being critiqued in the US and the EU, and at the international level?; what are organizations, coalitions and networks that are active in advocating changes to the status quo global trade regime?; are greater advances being made in one system over the other?; and, to what extent are advocates in the Global North working together and how might they do so more effectively?

The EU after Lisbon : A new peacemaker between Israelis and Palestinians?
The recently ratified Lisbon Treaty enables the EU to develop a common foreign policy and has the potential of making it a more substantial actor in global affairs. In this regard, a number of scholars and practitioners have noted that the Treaty may influence the EU's ability to contribute more effectively to Israeli - Palestinian peace-making. This is a cause to which the EU is committed and has an interest in pursuing. However, in past years, most European involvement in the peace process has been at the nation-state level. This conference will debate whether the EU is now ready and capable of assuming a more active role as peacemaker between Israelis and Palestinians.

Wil Hout, Associate Professor of World Development, International Institute for Social Studies in the Hague
Between Development and Security: The European Union, Governance and Fragile States
This talk will focus on the recent attention in the European Union for fragile states, as expressed, among others, in the European Security Strategy of 2003 and the European Consensus on Development of 2006. It is demonstrated that most understandings of the notion of state fragility concern limited state capacity, the inability of institutions to deal with social and political tensions or problems of state legitimacy. The European Union is no exception to this general trend of seeing state fragility in terms of governance deficits. This talk will analyze the governance - oriented measures that have been adopted in the Country Strategy Papers (CSPs) agreed between the European Commission and five of the six pilot countries.

"The Liberty of the Post-Moderns? Market and Civic Freedom Within the EU"
Richard Bellamy, Professor of Political Science, University College London
Taking its cue from Benjaminʹs Constantʹs famous essay, this
paper uses the case of EU citizenship to explore how far ancient,
civic, freedom can be combined with modern, market, freedom.
Many commentators have, in different ways, argued that the
forces promoting European integration call for a new form of
post‐national citizenship that either builds civic freedom on the
basis of the liberties of the moderns or does away with the need
for it altogether. These arguments are disputed.
Richard Bellamy is Professor of Political Science and Director of the School of
Public Policy at University College London. He is the Founding Chair of the Britain
and Ireland Association of Political Thought.

A Film Screening for the 20th Anniversary of the Fall of the Berlin Wall 
“Das Versprechen”
The film will be followed by a reception outside of 010 Eggers at 8:00 p.m.
The film will be followed by a reception outside of 010 Eggers at 8:00 pm
East‐Berlin, 1961, shortly after the erection of the Wall. Konrad,
Sophie and three of their friends plan a daring escape to Western
Germany. The attempt is successful, except for Konrad, who
remains behind. From then on, and for the next 28 years, Konrad
and Sophie will attempt to meet again, in spite of the Iron Curtain.
Konrad, who has become a reputed Astrophysicist, tries to take
advantage of scientific congresses outside Eastern Germany to
arrange encounters with Sophie. But in a country where the
political police, the Stasi, monitors the moves of all suspicious
people (such as Konradʹs sister Barbara and her husband Harald),
preserving oneʹs privacy, ideals and self‐respect becomes an
exhausting fight, even as the Eastern block begins its long process
of disintegration.

Horst Freitag, Consul General of the Federal Republic of Germany in New York
Transatlantic Relationship ‐ 20 years after the Fall of the Berlin Wall
Dr. Horst Freitag served as the Commissioner for the Middle East Affairs
at the Foreign Office in Berlin advising Foreign Ministers Joschka Fischer and
Frank‐Walter Steinmeier. After the end of the German EU Presidency in 2007 he
joined the Center on the United States and Europe at the Brookings Institution in
Washington as a Visiting Fellow. During his career Dr. Horst Freitag held various key
appointments, including the Director of the Defense and Security Policy Division
as well as Director of the Special Task Force on Iraq. His diplomatic career
has taken him to postings in Tegucigalpa, Washington and to Ramallah as Head of the
German Representative Office to the Palestinian Authority.

Film Showing and Discussion with Activists
"At the Top of my Voice" (directed by Larry Kamerman and Sudhir Venkatesh)
A verité documentary about two Georgian activists fighting for
democracy and human rights in their home country, At the Top
of My Voice is one story of those who struggle for free thought
and expression. Set against the backdrop of the 2007 crackdown
on democracy in the Republic of Georgia, the film follows
activists Irakli Kakabadze and Anna Dolidze as they return to
their native country to shine a light on the violence and
corruption of President Saakashviliʹs regime and take part in
monitoring his controversial reelection..
The one hour film will be followed by a discussion with the
activists highlighted in the film, Irakli Kakabadze and Anna
Dolidze, who will address some of the issues raised in the film
and be available for questions and answers.

Dr. Christine Mahoney (Syracuse University)
“Brussels vs. the Beltway: Advocacy in the United States and the European Union”


Dr. Mahoney is an Assistant Professor in the Department of Political Science at Syracuse University. Her book Brussels vs. the Beltway: Advocacy in the United States and the European Union (2008) is the first large-scale empirical study of lobbying in the US and the EU. She has also published in European Union Politics, the Journal of Public Policy, the Journal of European Public Policy as well as a number of edited volumes. Her work has been supported by a Postdoctoral Fellowship at Syracuse University’s European Union Center of Excellence, a Fulbright Fellowship to the European Union, a Martz Award and an RGSO Fellowship. She has held visiting scholar positions at the Free University of Brussels and Oxford University.

"Business Interests in the EU"

Dr. Coen is the Distinguished Fulbright Scholar at the Kennedy School Harvard University in  2008/2009 and Professor of Public Policy and Deputy Director of School of Public Policy at University College London, London University. Prior to UCL he held appointments at the London Business School and Max Planck Institute and completed his PhD at the European University Institute. His research assesses the distinct nature of Brussels business lobbying strategies and considers the effects of the European Commission and Parliament on interest group transparency debates. His second research theme studies the emergence of Networks of European regulatory agencies in Energy and telecommunication sectors. Recent books include EU Lobbying: Theoretical and Empirical Developments, (2007) Routledge and Lobbying the European Union: Institutions, Actors and Policy, (2008), with Jeremy Richardson, Oxford University Press. He will be at CES from March to June 2009.

"European Parties"


Dr. Adams is a Professor of Political Science at the University of California, Davis.  Dr. Adams studies voting behavior, parties' election strategies, and political representation in Western Europe and the United States.  His work encompasses both spatial models of party competition and empirical analysis of parties' policy programmes.  He is the author of Party Competition and Responsible Party Government: A Theory of Spatial Competition based upon Insights from Behavioral Voting Research, and co-author of A Unified Theory of Party Competition: A Cross-National Analysis Integrating Spatial and Behavioral Factors and The Geometry of Elections: Using Simple Geometric Principles to Illuminate Properties of Group Choice as well as numerous articles in the Journal of Politics, the British Journal of Political Science, and the American Journal of Political Science, among others.

Transnational Responses to Human Trafficking in the Balkans        

Human trafficking has become a global obsession of the international community in the past decade and the Balkans a key target in their anti-trafficking efforts. An expanding network of local non-governmental, state, and transnational actors are directly involved in every stage of the policy making process in the region.  While transnational efforts have achieved some success to date, anti-trafficking initiatives have encountered a number of unintended consequences due to inherent conflicts between law enforcement and human rights approaches. The discussion will consider some of these effects and discuss policy recommendations that can assist in better coordinating national and transnational strategies to combat the human trafficking trade in the Balkans.
