Melvyn Levitsky
Melvyn Levitsky, who retired in 1998 as one of the country’s most senior diplomats,
is Professor of International Relations and Public Administration and Distinguished
Fellow at the Moynihan Institute. During his 35-year career as a U.S. diplomat, Levitsky
served as Ambassador to Brazil, Ambassador to Bulgaria, Assistant Secretary of
State for International Narcotics Matters, Deputy Director of the Voice of America,
and Deputy Assistant Secretary of State for Human Rights. Levitsky also directed
the State Department’s Office of UN Political Affairs and was Officer-in-Charge of
US-Soviet Bilateral Relations. Levitsky was recently elected to a seat on the
International Narcotics Control Board (INCB).
Eric Biel
Eric Biel, Deputy Director of Human Rights First, received a joint JD-MPA from
Yale Law School and the Woodrow Wilson School at Princeton. He was Senior Vice
President and General Counsel of Fontheim International, Deputy Under Secretary
for Trade Policy, and Acting Director of the Office of Policy and Strategic Planning.
He also teaches at Johns Hopkins and Georgetown Universities.
William Banks
Professor Banks has been a member of the faculty of the Syracuse University
College of Law since 1978. He served as Associate Dean for Academic Affairs
from 1979-1981. Since 1998, he has also been a Professor of Public Administration
in the Maxwell School. In 1998, Banks was named the Laura J. and L. Douglas
Meredith Professor for Teaching Excellence. He teaches Constitutional Law,
National Security Law, US Counter-Terrorism and the Law, administrative Law,
Legislation, Regulatory Law and Policy, Public Administration and Law and
Public Law Processes.

Rosemary Pooler
After receiving a law degree from the University of Michigan, Rosemary Pooler
worked in private practice until 1972. She was elected to the Syracuse Common
Council, became the Chair and Executive Director of the New York State Consumer
Protection Board and then the Commissioner of the New York State Public Service
Commission. In 1991, Rosemary Pooler was elected to the New York State Supreme
Court. In 1994 she was appointed to the US District Court for the Northern
District of New York by President Clinton. She is currently a United States
Court of Appeals Judge for the Second Circuit.
