PANEL TO DISCUSS THE FUTURE OF PUBLIC
SERVICE
 Empty Seats: The Looming
Personnel Crisis in Federal Government
will explore the “graying” of the federal workforce, challenges
in hiring and retention, and other factors threatening the
future of public service. Paul A. Volcker, chairman of the National
Commission on Public Service, former chairman of the Federal
Reserve Board of Governors, and current member of the Maxwell School
Advisory Board,
will lead the panel.
The
National
Commission on Public Service
was established in 1999 to study ways of encouraging
Americans to choose careers in public service, and its
January 2003 report made sweeping recommendations for enhancing
public service, improving government management, and fostering
trust in government. The report’s recommendations have been
well received in all three branches of government and have the
potential to initiate groundbreaking improvements in the way
government functions.

Patricia Ingraham,
Distinguished Professor of Public Administration, senior research
advisor to the Partnership for Public Service; and
Rogan Kersh,
Associate Professor of Political Science and Public Administration.
