Carol Dwyer has served as director of the Community Benchmarks Program (CBP) at The Maxwell School of Syracuse University since 1996. 

Dwyer has an undergraduate degree in Business Administration from SUNY and a masters in Public Administration from The Maxwell School. Her research has been focused on performance measurement and nonprofit management, principally board governance issues.  In the fall of 2000, Dr. William D. Coplin and Dwyer co-authored the book, Does your Government Measure Up?  Basic Tools for Local Officials and Citizens.
