This case is about public managers collaborating with the public.  It puts the readers in the shoes of the city planning director of Grand Rapids, Michigan, who is about to embark on a major city-wide environmental initiative.  It prompts readers to think about how much and what kind of public collaboration is needed and appropriate, as well as how to organize the process accordingly.
