 ariffs\nand other policy barriers to trade? To answer these questions\, we
  integrate\nsupply chain linkages into the terms-of-trade model of trade p
 olicy\, and we\ndevelop testable predictions that relate observed bilatera
 l final goods tariffs\nto domestic and foreign value added content. We tes
 t the predictions using a\nnew database of bilateral applied tariffs and v
 alue added content derived from\nglobal input-output tables for 14 major e
 conomies and 15 sectors over the\n1995-2009 period. We find that\nboth dom
 estic content in foreign final goods production and foreign content in\ndo
 mestic final\ngoods\nproduction lower bilateral tariffs on final goods imp
 orts\, consistent with the\ntheory. These results hold for anti-dumping du
 ties and other temporary trade\nbarriers as well.\n\n\n\nChad\nP. Bown\nis
