 tions. Pakistan’s electricity\nsector has long been facing unprecedented c
 hallenges. It is stuck in a bad equilibrium\ncharacterized by costly energ
 y production\, overloaded infrastructure\, high\ntransmission and distribu
 tion losses\, extraordinary load shedding\, and mounting\ncircular debt. C
 onsequently\, the economy as a whole suffers from unreliable and\npoor qua
 lity of electricity provision. Why\, despite the attention given by\nevery
  government\, has this sector not been able to recover from the bad\nequil
 ibrium? Drawing upon the findings from our recent work\, this talk will\nm
 ainly focus on the distortions in the distribution system arising from: (i
 )\nhigh distribution losses due to unmetered consumption or theft\, and (i
 i) low\nrevenue recovery.Javed Younas\nis a Professor of Economics at the 
 American University of Sharjah and a\nResearch Fellow at the Centre for Ec
 onomic Research in Pakistan. He is spending\nhis sabbatical leave this sem
 ester as a Visiting Scholar at the Moynihan Institute.\nIn his previous ac
 ademic/research positions\, he has been an Aman Research\nFellow at Harvar
 d University\, a Short-term Visiting Scholar at the Federal\nReserve Bank 
 of St. Louis and a faculty member at Central Michigan University.\nHis res
 earch focus lies in the areas of international political economy\, energy\
 neconomics\, conflicts and behavioral economics. He has published widely i
