DESCRIPTION:Foreign Language and Area Studies Fellowship Program:The Foreig
 n Language and Area Studies Fellowship (FLAS) Program assists students in 
 pursuing training in order to acquire a high level of competence in one or
  more languages critical to national needs of the United States\, and a fu
