 s the hope of a negotiated settlement through creative diplomacy. Can the\
 nBiden administration make progress?&nbsp\; Its commitment to diplomacy\nn
 otwithstanding\, there are some serious concerns such as the temptation to
  seek\na stable management&nbsp\;of the North Korean problem through maxim
 um pressure\nand deterrence\, a simultaneous pursuit of denuclearization a
 nd the human rights\nagenda\, the inertia-driven crime and punishment appr
 oach\, and the chronic\nintelligence failure on North Korea. Against this 
 backdrop\, I will come up with\nsome alternative policy suggestions.Chung-

 tute\, a leading private think tank\, in South Korea&nbsp\;and a\ndistingu

  distinguished fellow in the School of Global Policy and Strategy at the\n
 University of California\, San Diego\, and editor-in-chief of&nbsp\;Global
  Asia\,\na quarterly journal in English. He is vice chairman of APLN (Asia
 -Pacific\nLeadership Network for Nuclear Disarmament and Non-Proliferation
 ). He was a\nspecial advisor to the ROK president for foreign affairs and 
 national security\n(May 2017 to February 2021). He was dean of the Graduat
 e School of\nInternational Studies\, Yonsei University and served as ambas
 sador for international\nsecurity affairs of the Korean Ministry of Foreig
 n Affairs and Trade and\nchairman of the Presidential Committee on Northea
 st Asian Cooperation\nInitiative\, a cabinet-level post. Dr. Moon was a sp
 ecial delegate to the first\n(2000)\, second (2007)\, and third Korean (20
