 tificate of Advanced Study in Public Administration candidate. He is inter
 ested in the issue of governance. Mr. Gera has been a civil servant in Ind
 ia for 27 years\, most recently as the Joint Director LBSNAA Mussoorie and
  looks to return to a senior position in the Indian Government after compl
