 ame time\, the use of\nstate power to intervene in class relations\, to tr
 ansform the institutions that\nregulate them\, and to do so in ways that w
 eaken labor while expanding the power\nof employers\, has spread far beyon
 d countries with governments that\nenthusiastically tout neoliberal econom
 ic doctrines\, or those with liberal\nmarket economies. What does this tel
 l us about how industrial relations systems\nand institutions change\, bot
