DESCRIPTION:Moynihan Center for European Studies presents:Isabela\nMares\,&
 nbsp\;Professor\nof Political Science\, Columbia\nUniversityConditionality
\nand Coercion: Electoral clientelism in Eastern EuropeStudents\nof politi
cal parties draw a sharp theoretical distinction among programmatic\nand c
lientelistic\nlinkages between candidates and citizens. In this study\, we
argue that this\ndistinction is much weaker than assumed and that candida
tes rely on a variety\nof clientelistic\nstrategies to signal voters vario
us personal attributes and various policy\npositions. We draw on qualitati
ve and survey-based research from several\nEastern European democracies to
document how candidates use various forms of\nelectoral clientelism to si
gnal various policy positions and also influence\nelectoral choices of vot
ers not targeted by various forms of clientelism. This\nanalytical framewo
rk also allows us to understand the mixes of clientelistic\nstrategies use
d by candidates competing in constituencies with different\neconomic and p
 olitical characteristics.\n\n \nIsabela\nMares is\nProfessor of Political
Science at Columbia University. She is currently serving\nas President of
the Political Economy Section of the American Political Science\nAssociati
