  scholar.Rafael Fernández de Castro Chair of the Department of Internation
 al Studies at the Instituto Tecnológico Autónomo de México (ITAM). He earn
 ed a BA in Social Sciences at ITAM\, a Master’s in Public Policy at the Ly
 ndon B. Johnson School of Public Affairs\, University of Texas at Austin\,
  and a PhD in Political Science from Georgetown University. Fernández de C
 astro is an expert on the bilateral relationship between Mexico and the Un
 ited States\, as well as on Mexican foreign policy. He has published numer
 ous articles and co-authored and co-edited several books\, including Conte
 mporary U.S.-Latin American Relations: Cooperation or Conflict in the 21st
  Century? (2010)\, United States and Mexico: Between Partnership and Confl
 ict with Jorge Domínguez (published also in Spanish)\, The Controversial P
 ivot: The U.S. Congress and North America with Robert Pastor (published al
