  uses conflict and\ncollaboration to fulfill its mission as the nation’s l
 eading whistleblower\nprotection organization. GAP’s President Louis Clark
  and U.S. Dept. of\nEducation whistleblower Jon Oberg will discuss how con
 flict and collaboration\nwere used effectively to disclose and deal with f
 raud and abuse. Jon initially\nattempted to collaborate with the Departmen
 t on a solution to the problem of\nillegal payments being made to student 
 loan lenders from 2002 to 2004. Only after he was told not to collaborate 
 with anyone or even work on the\nproblem did he take action in conflict wi
 th the Department. Working through\nthe Inspector General\, the Government
  Accountability Office\, and Senate\ncommittees\, he was able to spotlight
  the illegal payments and have them\nhalted. After his retirement from the
  Department\, he filed suit in 2007 on\nbehalf of the U.S. to get back pay
 ments returned. Five settlements with\nlenders came about in 2010\, anothe
 r settlement was achieved in 2012\, and two\ncases are still pending. Appr
 oximately $75 million of illegal claims have\nbeen returned by lenders to 
 date. In 2010\, Congress killed the bank-based\nstudent loan program in pa
