 is emerging from three decades of war that eroded the infrastructure\, eco
 nomic conditions and development opportunities. During this postwar recons
 truction the country seeks to resume its dream for a better\, peaceful fut
 ure for Sri Lankans\, especially in regions most affected by the civil war
 . This postwar development focuses on infrastructure\, resettlement of int
 ernally displaced people\, sustainable economic development\, and fosterin
 g democratic ideals\, among many other initiatives. Humphrey Fellow Suthar
 san Sambasivam will provide context and perspective of this crucial phase 
 of postwar development of his country.Sutharsan Sambasivam is an officer i
 n the Sri Lanka Administrative Service and was most recently the Assistant
  District Secretary of Jaffna in Sri Lanka. He has also served as the Depu
 ty Project Director of the Strategic Cities Development Project\, Emergenc
 y Northern Recovery Project\, Re Awakening Project and the Assistant Commi
 ssioner of Labour in the Department of Labour. Sutharsan wishes to underta
 ke a comparative study of democratic governance\, reforms\, decentralizati
 on\, post conflict reconstruction and implementation of the inclusive appr
 oach for development through collaboration. He earned his Master of Public
  Administration from the University of Colombo\, M.Sc in Organizational Ma
 nagement from the University of Peradeniya\, and B.Sc in Agriculture from 
 the University of Jaffna. Lunch will be provided at the start of the event
