DESCRIPTION:When considering the effects of digital media on politics\, sch
 olars tend to focus mainly on the role of Information and Communication Te
 chnology (ICT) in relation to state institutions. This research focus over
 looks the fact that ICT plays an increasingly important role outside of su
 ch` institutions. This presentation focuses on the opportunities of ICT-en
 abled collective action in providing public goods and in establishing form
 s of governance in the absence of government. How do communities use ICT t
 o enable collective action and address issues of violence\, disease\, fami
 ne\, crime\, and other problems arising from deficient or non-responsive s
 tate institutions? The presentation argues that scholars of NGOs and trans
 national advocacy should pay greater attention to how ICT and the digital 
 revolution fundamentally change the nature of transnational activism. Stev
 en Livingston is Professor of Media and Public Affairs and International A
 ffairs at George Washington University and the Director of the School of M
 edia and Public Affairs' (SMPA) Political Communication Program. He also h
 olds a joint appointment in the Elliott School of International Affairs\, 
 and is a research professor in the Political Science Department. Livingsto
 n's research and teaching focus on media/information technology and intern
 ational affairs. He is particularly interested in the role of information
