 d the fragility of the accumulation base of the European economies. The co
 mpetition within Europe has now been exacerbated by the diminution of the 
 importance of Western Europe in bodies such as the IMF and the United Nati
 ons. One major challenge will be to manage this decline within Europe so t
 hat the European intervention in Libya does not have the same repercussion
 s for Europe as the Italian Invasion of Abyssinia in 1935. Horace Campbell
  holds a joint Professorship in the Department of African American Studies
  and Department of Political Science\, Maxwell School\, Syracuse Universit
 y. The talk will be based on his new book Global NATO and the Catastrophic
  Failure in Libya (Monthly Review Press\, 2013). Previous books include Ba
