André was born and raised in Rio de Janeiro, Brazil. He has a law degree and an MA in public administration. In his master’s thesis, he studied Brazil’s participation in MINUSTAH, the latest UN peace operation in Haiti, and whether being in Haiti for ten years helped the country achieve its strategic goals. His research interests include civil-military relations, defense and foreign policy, grand strategy and comparative-historical methods.
