These pages are dedicated to scholars associated
with EFAP who have passed away in recent years.
William D. Duncombe was a Professor of Public Administration and International Affairs at Syracuse University, Senior Research Associate in Maxwell’s Center for Policy Research, and Associate Director of CPR’s Education Finance and Accountability Program (EFAP). More importantly, Bill was a beloved colleague, mentor, and friend.
Anna Lukemeyer received her Ph.D. in Public Administration
from the Maxwell School in 2000. She worked closely with William Duncombe
and Johnny Yinger both during her time at Maxwell and after she joined the
faculty of the University of Nevada at Las Vegas. Her training in both law and
public administration brought valuable insights to all of her projects.
Wen Wang was a graduate student at Syracuse University, and a research associate in the Center for Policy Research, from 2002 to 2006. He was a dedicated student and a wonderful person, and many people affiliated with EFAP, including me, are fortunate to have worked with him—both at Syracuse and after he graduated.
