David is a Ph.D. student in the Department of Public Administration and International Affairs. He grew up in northern Connecticut and attended the University of Connecticut, graduating with a B.A. in economics and history in 2013 and a M.P.A. in 2015. While pursuing his M.P.A., he worked for the Forensic Services Division of CT's Department of Mental Health and Addiction Services as a Program Analyst. Before starting the Ph.D. program at Maxwell, he worked in higher education and was an adjunct instructor for the Department of Public Policy at the University of Connecticut. David studies state and local public finance, financial management, discrimination, and education policy. David works with professor Bob Bifulco in the Center for Policy Research on education and policy related issues.
