Spencer is a Ph.D. student in the Department of Public Administration and International Affairs. After graduating from Virginia Tech with undergraduate degrees in geography and environmental science, Spencer taught high school with Teach for America in Nashville, TN. He then returned to Virginia Tech to study urban and regional planning while working as a research associate at the Virginia Center for Housing Research. Since earning his master's degree, Spencer worked for George Mason University's Center for Regional Analysis and the University of Virginia's Weldon Cooper Center for Public Service. His interests are in urban policy, with specific focus on access to opportunity, housing, education, and workforce development. Spencer is working with Professor Amy Ellen Schwartz.
