Before this he held various positions at the Council of Europe — he was responsible for setting up childhood policies at the Council of Europe and assistance programs in Eastern Europe. In the late 1990s and early 2000s he was engaged in conflict resolution and post conflict stabilization in the Balkans and North Caucasus. He took up his present position in the field of drug policy in 2004.
