Oil, Ecology & Citizenship in the Caspian Sea Basin: Perspectives from Azerbaijan, Iran, Kazakhstan, and Russia 

Oil extraction has a long history in the Caspian Sea basin – a place of constant and dynamic international exchange. Since the break-up of the Soviet Union in 1991, the Caspian and its resources were redefined around the region’s new political geography involving 5 littoral states: Azerbaijan, Iran, Kazakhstan, Russia, and Turkmenistan. Part of the Moynihan Institute’s Challenges to Citizenship Series, this roundtable considers contemporary challenges to citizenship stemming from oil extraction and the environment in the Caspian Sea basin. It will examine these challenges from the perspective of actors in 4 of these Caspian states, including a broad mix of local and international actors and institutions involved in or affected by oil extraction in the region. It will also address the future of oil in the Caspian, asking what kind of “post-oil” futures are being imagined in and for the region, and how this might change the oil-ecology-citizenship relationship in the years to come.
