Information about Degree & Certificate Programs

The EMPA is a 30-credit degree designed for midcareer professionals with at least seven years’ experience. It can be completed in one calendar year or on a part-time basis, according to the schedule and career demands of the student. A Certificate of Advanced Study can also be pursued concurrently in a myriad of disciplines. A dual degree in EMPA and Executive Master of International Relations (EMIR) is also an option.

There are 3 required courses and 7 electives. Four of these seven electives must be Maxwell courses.


The 30-credit EMIR is an inter-disciplinary program designed for midcareer professionals with at least seven years’ experience. It can be completed in one calendar year or on a part-time basis depending on the needs of the schedule and career demands of the student. A Certificate of Advanced Study can also be pursued concurrently in a myriad of disciplines. A dual degree in EMPA and Executive Master of International Relations (EMIR) is also an option.There are 2 required courses, and a choice of two signature courses (students must take one), a selection of career track courses (students must take nine credits of career track courses), a choice of regional area courses (students must take one), and a choice of elective courses (students choose from three).

The Maxwell School offers several certificate options for midcareer professionals to pursue either as a stand-alone alternative to the EMPA program or in tandem with a masters degree. Students may earn a certificate on a full-time basis over one semester or on a part-time basis spanning a longer time period.

(EMPA Online)

The ExecutiveMPA@Syracuse program (EMPA Online) is a 30-credit degree designed for midcareer professionals with at least five years’ experience. Delivered through a face-to-face virtual format, the program can be completed online in 15 months, by taking two courses each of five quarter-terms. Rolling admissions allows students to begin in January, April, July or October. There are 3 required courses and 7 electives. Learn more about the ExecutiveMPA@Syracuse program.
