Biography:

Mr. Vladislav Kulminski was most recently the Political Adviser to the Prime Minister of Moldova, where he advised the Prime Minister on domestic politics and reforms. He was heavily involved in efforts to push reform in a number of areas, including public administration. He is currently a Programs Director at the Institute for European Studies and Reforms, and is running conflict resolution programs in Ukraine for Marti Ahtisaari’s center, the Crisis Management Initiative.  Prior to this, he led a Confidence Building Measure program for Moldova and its Transnistrian region, and worked as a Political Advisor to the UK Embassy. Vladislav will focus on elections and public administration reforms, decentralization, power-sharing, and how policy and administration gaps are discovered and improvements achieved. He has an M.A. in International Relations and EU studies from Central European University.
