Micah Allen

Micah Allen
 Maj. Micah Allen comes to the Maxwell School as part of the Defense Comptrollership Program. While pursuing his EMPA, he wishes to learn more about public administration and NGOs. Micah is a Finance Officer for the Army, his most recent assignment working as budget and desk officer for three fund centers. Micah enlisted in the Army in 1992. He is from Eugene, Oregon and graduated from the University of Oregon in 2001 with a B.S. in Business Administration.

Chad Ames
Mr. Chad Ames continues his studies at the Maxwell School for a Certificate of Advanced Study in Public Administration.  He wishes to expand his knowledge of public administration and leadership in order to continue his environmental health state and federal regulations.  Chad currently is Environmental Compliance Programs Coordinator for Syracuse University.  He holds a BA in Environmental Studies from King’s College in Wilkes Barre, Pennsylvania and an MS in Environmental Protection and Safety Management from St. Joseph’s University in Philadelphia

Anupam

Anupam Anand
Mr. Anupam Anand comes to the Maxwell School seeking an EMPA.  He most recently worked as the Secretary and Commissioner of Women & Child Development at the State level in India, where he worked to empower women and promote gender equality following the UN Sustainable Development Goal. Anupam aims to identify and bridge the gaps of his skills and knowledge to better prepare himself for future assignments and policy challenges in the government. He completed his Under-Graduate studies at Hans Raj College, as well as a Master’s of Arts in Politics from Jawaharial Nehru University.

Oleksiy Anokhin
Mr. Oleksiy Anokhinfinalizes hisEMPA/EMIR and certificate programs with the Maxwell in Washington, DC program during the Fall 2017 semester. He is currently working as a consultant at the International Finance Corporation (World Bank Group), focusing on data-driven solutions for international development.  During the past five years Oleksiy served as a senior public servant in Ukraine. He earned a Master’s of Laws from Taurida National University in Crimea.

Capt. Ronald C. Bakercomes to the Maxwell School as part of the Defense Comptrollership Program. Before entering the Defense Comptrollership Program he served as the 18th Military Police Brigade Budget Officer at Grafenwohr, Germany.  After graduation he hopes to continue serving within resource management as a Division Deputy Comptroller.He earned a Bachelor of Business Administration degree from the University of Central Arkansas.

Mr. Brian Benedict is continuing in the EMPA program at the Maxwell School in order to improve his managerial skills in a healthcare environment. Most recently, Brian served as Manager of Security and Parking Services at St. Joseph’s Hospital. He holds a B.S. in criminal justice from Rochester Institute of Technology.

Maria Bingham
Maj. Maria Binghamis a Financial Manager for the US Army.  Before entering the Defense Comptrollership Program she was the Group Comptroller at 902d Military Intelligence Group at Fort Meade, MD. While pursuing her EMPA, she wishes to learn more about policy implementation. After graduation, she is hoping to work as a Deputy Comptroller. She earned her bachelor’s degree in Business Administration with a discipline in Accounting at Widener University in Chester, Pennsylvania. She received her commission through the ROTC program at Widener University.

John Boccacino
 Mr. John Boccacinojoins the Maxwell School in pursuit of an EMPA. John works for Syracuse University as the Communications Coordinator for Alumni Engagement. He wishes to gain increased proficiency in collaborative and strategic management, as well as conflict resolution. John aspires to one day holding down a University managerial position and continuing his development as a well-rounded communications professional.

Carol Boll
 Ms. Carol Boll  is continuing with studies at the Maxwell School to pursue an EMPA. She wishes to improve her understanding of the dynamics of management, leadership, and policy making to stretch her qualifications and capabilities as a strategic communications professional. Currently, Carol serves as a writer and researcher for the Office of Public Affairs at Syracuse University. She earned a B.A. in English from Gettysburg College

John Bowser
 Mr. John Bowser comes to the Maxwell School to through the Defense Comptrollership Program. While pursuing his EMPA, he wishes to learn more about how the forces in government work.Heis a Captain and an O3 Army Financial Manager. Before entering the DCP he was the 25th Infantry Division Budget Officer, Schofield Barracks, Hawaii. After graduation he will continue to work as a Financial Manager for the United States Army. He earned a Bachelor of Science in accounting from the University of Pittsburgh in 2010 and completed the SAPTerp10 certification program.

Darren Carboni
 Mr. Darren Carbonicomes to the Maxwell School to pursue a Certificate of Advanced Study in Health Services Management and Policy.  He currently is Director, Interprofessional Education and Simulation at SUNY Upstate Medical University in Syracuse.  Darren is interested in bridging the future needs of healthcare with today’s reality, including the drivers that impact patient health, which influences spending and financing.  He earned an MBA from Indiana University Kelley School of Business and a BA in American Studies at Drew University in New Jersey.

 Mr. David Carmodycomes to the Maxwell School to through the Defense Comptrollership Program. Before entering Defense Comptrollership Program he worked in Funds Distribution and Obligation Control section of United States Army Security Assistance Command (USASAC) in Foreign Military Sales. While pursuing his EMPA, he wishes to learn more about international policies and how they effect and are impacted by U.S. policy.After graduation he will return to USASAC Finance to continue with work in foreign military sales. He earned a Bachelor’s Degree in Political Science from Penn State University.

Melissa  Cassidy
Ms. Melissa Cassidy continues her studies in the EMPA program to further her skills in nonprofit management and leadership.  She also has an interest in pursuing studies in conflict resolution and fiscal management, especially as it relates to the nonprofit sector.  Melissa currently is Director of Leadership and Annual Giving at Syracuse University.  She holds a BA in Communication from the State University of New York Geneseo, in Geneseo, NY.

Jeremiah Catlin
 Chaplain Maj. Jeremiah Catlin comes to the Maxwell School as part of the Defense Comptrollership Program. While pursuing his EMPA, he wishes to learn more about ­­­­­management in NGO’s and faith-based non-profit companies with a focus on generating support. Jeremiah is a Major coming from Fort Riley, Kansas where he served as the Brigade Chaplain for the Combat Aviation Brigade, 1st Infantry Division. After graduation, he is currently projected to work as a Chaplain Resource Manager at PACOM in Hawaii. He earned a Bachelor’s in Pastoral & Bible in 2002, a Master’s of Divinity in 2005, and an ABD Doctorate of Ministry in 2011 through the Army’s Clinical Pastoral Education program.

Daniel Chams
 Mr. Daniel Chams joins the EMPA program to focus on public administration, international relations, and foreign policy analysis and to expand his knowledge of international social justice conflict resolution and disaster management. He is currently is International Marketing Lead for SRC, Inc.  Daniel holds an M.B.A. from Syracuse University and a B.S. in Business Administration from the American University of Beirut, Lebanon.

Vinish  Chaudhary
 Mr. Vinish Chaudhary enters the Maxwell School to pursue an EMPA.  He most recently served as the Director of Public Finance in the Dept. of Expenditure, Ministry of Finance in New Delhi. He plans to hone his skills and develop a global view in order to improve the responsiveness of public delivery and further the goals of the Indian government. Vinish holds a Bachelor of Arts from the University of New Delhi and a Bachelor of Law from Mumbai University.

Colleen Cicotta
 Ms. Colleen Cicotta continues her studies in the EMPA program to complement her ongoing public service at the local and state level, working to improve educational opportunities for all learners. She is currently the Associate Director for Literacy Initiatives at the Mary Ann Shaw Center for Public and Community Service at Syracuse University. She holds a B.A. in English Communication and French Language and Literature with a C.A.S. in Conflict Resolution from the Maxwell School of Public Citizenship.

Camilo Condis
 Mr. Camilo Condis comes to the Maxwell School pursuing his CAS in Leadership of International and Non-Governmental Organizations. He most recently worked as Manager and CFO of Artecorte in Havana, an NGO focused on local development. At the Maxwell School, Camilo seeks new tools and experience to elevate his organization’s work standards and professionalism. Camilo earned his MBA from Universidad Católica San Antonio in Murcia, Spain and a BS in Industrial Engineering from Jose A. Echevarria Polytech Institute in Havana, Cuba.

Maj. Sean Cookcomes to the Maxwell School as part of the Defense Comptrollership Program. While pursuing his EMPA, he wishes to learn more about participating in and leading public/civic sector organizations. Prior to enrolling at Syracuse University, Sean worked as a Student of the Command and General Staff College, Command and General Staff Officer Course for Academic Year 2017. He earned a Bachelor of Arts in Information Studies with a minor in Computer Science from Florida State University, Tallahassee, Florida. He attained his Financial Management certification in 2016 and is an Analytic Cost Expert for the United States Army Reserve Command.

Christopher Cooke
Staff Sgt. Christopher Cooke comes to the Maxwell School to through the Defense Comptrollership Program. He is a Staff Sergeant Chaplain Assistant Non-commissioned Officer in the Army. Before entering the DCP he was an Advanced Leader Course Instructor/Writer for the United States Army Chaplain Center and School, Fort Jackson, South Carolina.  While pursuing his EMPA, he wishes to learn more about NGO/non-profit management. After graduation he may be assigned to IMCOM-Pacific, IMCOM-Europe, USACHCS, or the Chief of Chaplains’ Office. Christopher earned a Bachelor of Arts degree from Clemson University in 2000.

Ms. Alison Cridgecontinues the EMPA program after earning a Certificate in Advanced Study in Conflict Resolution at Maxwell.  She currently is an Academic Counselor in the College of Arts and Sciences at Syracuse University.  Alison earned a B.S. in English from Middlebury College in Vermont.

Ms. Michaele DeHartcontinues at her studies in the EMPA program with a strong interest in public and nonprofit management and leadership. She has twenty-five years’ experience in insurance claims, policy interpretation, premium negotiation, and enterprise risk management. Michaele is currently the Associate Director of Risk and Insurance at Syracuse University. She holds a Bachelor of Arts in Liberal studies from Syracuse University.

Capt. Aaron Dermoncomes to the Maxwell School as part of the Defense Comptrollership Program. He is a Captain Finance Officer. Before the DCP he was the Detachment Commander of Bravo Detachment, 176th Financial Management Support Unit, at Camp Humphreys, Republic of Korea. While pursuing his EMPA, he wishes to learn more about the administration of government organizations. After graduation he hopes to work as a budget officer. Aaron earned a B.S./B.A in Business Management from the University of Central Florida in 2005.

Terrance Dougherty
Mr. Terrance Dougherty continues his studies at the Maxwell School as an EMPA candidate seeking to increase his public sector skills and ability to support collaborative services among municipalities. He is also interested in global implications of public administration, city and regional planning, public management, social welfare policy, and municipal finance. Terrance most recently served as the Superintendent of Hancock Central School District in Hancock, NY.  He holds a B.A. from Syracuse University, and an M.A., M.S. and Ph.D. from Cornell University.

Ms. Kristen Dugglebycontinues her EMPA studies in order to expand her knowledge base in public administration and leadership.  She has interest in nonprofit management, volunteer management, strategic planning and group facilitation.  Kristen is currently Assistant Director of Leadership Annual Giving and holds a BA in Communications from the State University of New York Oswego in Oswego, New York.

Ms. Miranda Edwardscomes to the Maxwell School as part of the Defense Comptrollership Program. She is a GS-12 Staff Accountant. While pursuing her EMPA, she wishes to learn more about NGO/non-profit management. Before entering the DCP, she was an accountant at the Office to the Administrative Assistant, Resource Services-Washington at Fort Belvoir, VA. Miranda has six years of civil service, beginning with an internship at US Army Special Operations Command. She earned a B.S. in Accounting in 2007.  Miranda is a Certified Defense Financial Manager (CDFM).

 Ms. Amy Lee Eells continues in the EMPA program at the Maxwell School in order to improve her understanding of human resource management. Most recently, Amy served as Director of Continuous Quality Improvement at Liberty Resources, Inc. She holds a B.A. in psychology from the State University of New York at Cortland.

Mr. Mitchell Forbescontinues his studies in the EMPA program in order to his ongoing public service to U.S. veterans.  He has management, marketing, policy research experience and previously served the U.S. Army having been deployed to Afghanistan in 2013. He is currently a Research Assistant for the Institute for Veterans and Military Families at Syracuse University and holds a B.A. in Policy Studies from Syracuse University

Mr. Dilip Gawade comes to the Maxwell School for his CAS in Public Administration. He most recently served as a Municipal Commissioner, focusing on urban development, management and governance. While pursuing the CAS, Dilip intends to improve his leadership skills and business acumen, furthering his administrative career.  He earned his B.S. and M.S. in Agricultural Chemistry from the Agricultural University in India.

Ipshita  Ghosh
Ms. Ipshita Ghosh is a concurrently completing the EMPA to complement a Ph.D. in Anthropology. She is interested in social entrepreneurship and the changing norms of the development sector, with a focus on re-energizing corporate social responsibility. Ipshita holds a BA (Hons) English and Postgraduate Diploma in Conflict Transformation from Delhi University as well as a Master’s in South Asian Studies from Oxford University.

Akuete Giana Mathey-Apossan
Mr. Akuete Giana Mathey-Apossan was most recently a 2016 Syracuse Humphrey Fellow and returns to Maxwell to pursue an EMPA.  He previously was Network & System Manager at BB Lome S.A, the biggest brewery in Togo. He’s been an IT engineer for three public administration departments: tax services, statistics' direction, and airport safety's agency. Giana wishes to apply his IT skills in the public sector, improving the population’s life conditions with a goal to develop practical knowledge and skills in technology policy & management and public administration. He earned his IT Engineering degree and a Bachelor’s in Financial & Commercial Management from Groupe BK University and holds main certifications from Microsoft & Cisco.

Timothy Gonmei
Mr. Timothy Gonmei comes to the Maxwell School seeking an EMPA. He most recently served as a Director in the Dept. of Defense Production in the Government of India, where he oversaw the management of three defense public sector undertakings under the Ministry of Defense. Timothy has experience in Social Security administration and human resource management in Indian Railways and aims to strengthen his skills in management and leadership to better act as an agent of change both domestically and abroad. He earned a B.S. in Physics from Hindu College, University of Delhi.

Ingrid  Gonzalez-McCurdy
Ms. Ingrid Gonzalez-McCurdy joins the Maxwell School pursuing her CAS in Conflict Resolution in conjunction with an EMPA. Ingrid works for the Elmcrest Children’s Center as the Director of Human Performance, where she leads organizational projects and manages a team of Staff Development Advisors. She hopes to expand on her own knowledge of conflict theory and build her skills to foster a greater level of skill development for staff. Ingrid earned her B.A. in English Literature from SUNY Oswego in Oswego, New York.

 Sgt. 1st Class James Guild joins the Maxwell School as part of the Defense Comptrollership Program. While pursuing his EMPA, he wishes to learn more about international relations. He is currently serving as an instructor at the United States Army Chaplain Center and School. Before entering the DCP, James held positions as a construction manager, company operations manager, and Regimental Chaplains Assistant NCOIC. After graduation, he aspires to be the IMCOM USAEUR Chaplain’s Fund Manager. James earned an associate’s degree in Liberal Arts in 2014, and a B.S. in Management in 2016. SSG Guild’s awards include the Bronze Star, Order of Saint Maurice, and Sergeant Audie Murphy Club.

Natalya  Gulyayeva
Ms. Natalya Gulyayeva joins the Maxwell School seeking an EMPA. She most recently worked for the international development program in Turkmenistan, supporting projects as a finance manager. Natalya hopes to develop her skills and study international experiences with strong communication between government, business, and NGOs, in order to further her contribution to the development of civil society in her home country. Natalya earned a B.S. in Engineering from the Turkmen State Institute of Transport and Communication.

Ahmed  Hachelaf
Mr. Ahmed Hachelaf continues at the Maxwell School to pursue a Certificate of Advanced Study of Leadership in International and Non-governmental Organizations. He previously was a Leadership for Democracy Fellow at Maxwell in 2012.  Ahmed has an interest in NGO capacity building, empowerment, and civic education in order to become a professional agent of change. He is currently pursuing a Doctorate of Science at the University of Algiers with a thesis titled “Education for Citizenship in Algeria, Beliefs, and Practices.”

Tolga Hayali
Mr. Tolga Hayali continues his studies in the EMPA program to enhance his leadership skills.  He brings over 13 years of educational experience to the program. He is currently the Superintendent of the Syracuse Academy of Science Charter School. Tolga holds a PhD in K-12 school administration and educational leadership management and policy from Seton Hall University, an MS and CAS in school counseling from SUNY Oswego, and a BS in Chemistry Education from Bogazici University in Istanbul, Turkey.

Maria Hernandez
 Ms. Maria Hernandez comes to the Maxwell School pursuing an EMPA. Maria most recently worked for University for Peace as the Head of Communications and Marketing, where she controlled a budget, managed projects, as well as served as the Interim Director of the Office of the Rector. Maria aims to learn more about public and nonprofit management, corporate responsibility, and international business. She aspires to undertake a teaching position at a university to inspire young minds to redefine business and public management. Maria received a B.A. from Universidad Latina as well as from Universidad Nacional, both in Costa Rica.

Dashel Hernandez Guirado
Mr. Dashel Hernandez Guirado continues to pursue studies in the EMPA program to learn about public administration and the inner-workings of policy implementation. He hopes to take what he learns at Maxwell to develop programs for teaching and supporting visual arts in his home country. Dashel was most recently a Cuban art studies professor at the University of Camaguey. He holds a Bachelor of Arts in socio-cultural studies from the University of Camaguey in Cuba.

Joseph Hernon
Mr. Joseph Hernoncontinues his studies in the EMPA program at the Maxwell School with a strong interest in emergency management, public sector management and public administration. He currently is Deputy Director of the Oneida County Department of Emergency Services. Joseph is also a member of the New York State Air National Guard, in charge of the Emergency Management Flight at the 174th Attack Wing.  Joseph earned a Bachelor of Science in Criminal Justice from Cazenovia College, NY.

John Higgins
Mr. Joseph Hernoncontinues his studies in the EMPA program at the Maxwell School with a strong interest in emergency management, public sector management and public administration. He currently is Deputy Director of the Oneida County Department of Emergency Services. Gina Iliev
Ms. Gina Iliev comes to the Maxwell School pursuing her EMPA. Gina currently works as a Public Affairs Organizer for Planned Parenthood of Central and Western New York, developing and overseeing conduct engagement strategies. She aims to continue to positively impact communities by gaining the tools and skills necessary through her education at the Maxwell School. Gina earned her B.A. in Gender, Woman’s and Sexuality Studies from the University of Minnesota.

Christian Incremona

Christian Incremona
Maj. Christian Incremonacomes to the Maxwell School as part of the Defense Comptrollership Program as a U.S Army finance officer. While pursuing his EMPA, he wishes to learn more about policy implementation. Before entering the DCP, he was the Deputy/Comptroller, 1st Cavalry Division, Fort Hood, Texas.  After graduation, he will progress to his next Army assignment. Chris has served fourteen years on active duty. He served eleven years as an artillery officer, and the last three years as a finance officer.  He earned a Bachelor’s degree in Criminal Justice in 2002.

Derrick Ingle
 Mr. Derrick Ingle comes to the Maxwell School to pursue a CAS in Public Administration in conjunction with a graduate degree at the Newhouse School of Public Communications.  He most recently worked as a Navy Public Affairs Officer in San Diego, CA. He has previously served as a Navy journalist, broadcaster, and photographer with over ten years of experience. He earned his B.A in Communications from the University of Maryland in 2009.

Jasmine Jackson
Ms. Jasmine Jacksonis pursuing a Certificate of Advanced Study in Health Services Management and Policy with an interest in health care systems, policy and delivery of services in order to balance her experience with patients, physicians and other health care providers.  She most recently was a contract attorney two professional services and legal firms.  She earned a J.D. and M.A. in Public Policy and Management form Ohio State University and a B.S. in Sociology from the Maxwell School, Syracuse University.

Timothy Johnson
Capt. Timothy J. Johnsoncomes to the Maxwell School as part of the Defense Comptrollership Program. He is a Financial Management Officer. While pursuing his EMPA, he wishes to learn more about the federal budget and international defense cooperation. Before entering the DCP, Timothy was the Commander of Charlie Detachment, 106th Financial Management Support Unit in Vicenza, Italy. After graduation he hopes to either go back to a Budget job or spend some time at the US Army Financial Management School in Fort Jackson, South Carolina.  Timothy has served more than 8 years of active military duty and graduated from St. John’s University in 2009 and earned a Bachelor of Arts in Accounting with a math minor.

Myoung Jun Song
Mr. Myoung Jun Song continues his studies at Maxwell in pursuit of an EMPA with an interest in policy analysis and policy implementation with a focus on social policy including aging and health.  He most recently was Deputy Director, Division of Long-Term Care Insurance Policy in the Korean government.  Myoung Jun earned an MPA from Korean School of Public Policy and a B.A. in Social Welfare from Seoul National University.

Erin Kane
Ms. Erin Kane continues her studies in the EMPA program seeking to further her leadership skills and enhance her understanding of policymaking, specifically policies that benefit women and families. She is the producer and co-host of a weekly podcast that explores the issues, concerns and lifestyles of working mothers in America. The podcast launched in 2006 and is one of the most popular and longest-running podcasts in its category. Erin was most recently Associate Vice President of Communications Marketing and Constituent Engagement at the University of Rochester.  She earned a B.A. in communications from the University of Massachusetts Amherst.

Ms. Sue Karlikcontinues with the EMPA program at the Maxwell School seeking to improve her understanding of public administration. Most recently she served as Assistant to the Associate Dean of the L.C. Smith College of Engineering and Computer Science at Syracuse University. Sue holds a bachelor’s degree in psychology from Syracuse University.

Simerjit  Kaur
 Ms. Simerjit Kaur comes to the Maxwell School seeking a C.A.S. in Public Administration.  She serves as the Director of the Department of Food and Public Distribution, entrusted with the responsibility of providing food security to the population of India. Simerjit hopes to gain a global perspective and a stronger understanding of public affairs, which she can emulate and practice in an Indian environment. She attended Punjab University in India, where she completed her B.A. in Commerce and her Master’s in Economics.

Capt. William P. Kennedy comes to the Maxwell School as part of the Defense Comptrollership Program. He is a commissioned officer in the United States Army Financial Management Corps.  While pursuing his EMPA, he wishes to learn more about the economic impact of public policy. Before entering the DCP, William served as the Budget Officer for the 130th Engineer Brigade at Schofield Barracks, Hawaii.  After graduation he will continue to serve as a US Army Financial Manager.  William earned a Bachelor’s degree in Economics from the United States Military Academy at West Point in 2010. His military education includes the Financial Management Basic Officer Leader Course and the Financial Management Captains’ Career Course.

Keaka Kimi

Keaka Kimi
Mr. Keaka Kimicomes to the Maxwell School as part of the Defense Comptrollership Program. He is a GS-13, Auditor-in-Charge (AIC). While pursuing his EMPA, he wishes to learn more about the policies that affect the health care industry. Before entering the DCP he was the AIC at the Pentagon for the Strategic Audit Planning Office, within the Army Audit Agency.  After graduation Keaka will work as an AIC for the Human Capital audit division. He has been an Army civilian with the AAA for 7+ years and on several different teams including Intelligence and Security, Forensics, and SAPO. He earned a bachelor’s degree in Accounting and Economics in 2009 and obtained his Certified Public Accounting certification in 2014.

 Mr. Venkata Kovvuri comes to the Maxwell School in pursuit of a C.A.S. in Public Administration. He most recently served in the Indian Defense Estate Service. Venkata wishes to focus on the study of public administration to improve his abilities and administrative skills while keeping abreast with the emerging socio-economic and legal aspects of public administration. Following Maxwell, he hopes to make a positive impact on Indian society by working within the Indian Government. He earned a B.A. in Mechanical Engineering from the University of Madras.

Zachary Krahmer
 Mr. Zachary Krahmer joins the Maxwell School pursuing his EMIR. He works as a video producer and photographer for Zach Krahmer Studios LLC in Portland, Oregon, where he manages licensing, digital branding, marketing, and production. He wishes to expand on his existing IR foundations and develop his research and analytical skills. The EMIR degree will be pursued concurrently with a Master’s of Science in Photography through the Newhouse School of Public Communications, combining technical aspects of lighting and production with policy and research. Zachary earned his B.A. in International Affairs from George Washington University.

Jung Lee
 Ms. Jung “Janet” Lee comes to the Maxwell School as part of the Defense Comptrollership Program. While pursuing her EMPA, she wishes to learn more about public management strategies and policy management processes. Janet is a GS-12 budget analyst who has been working for the 8th Army, Korea for 7 years. She graduated from Purdue University with a B.S. in accounting and started Career Program 11 internship afterwards, interning in the 8th Army G8 for 2 years and was assigned to 8th Army G6 after graduation.

Jongpil Lim
Mr. Jongpil Lim continues his studies at the Maxwell School in the EMPA program to enhance his knowledge on social policy, gender in policy, and organizational and administrative behavior. He has served in the Korean government since 2011 as the Deputy Director of the Ministry of Gender Equality and Family, where he has established and implemented a government plan to assist sexual assault victims and curb sexual violence. Jongpil earned a Bachelor’s with honors in public administration from Korea University.

David Lind
Mr. David Lind comes to the Maxwell School seeking his EMIR. He recently was appointed Director of the English Language Institute at Syracuse University. While at the Maxwell School, David continues his professional development, using his experiences to take full advantage of the learning opportunities offered by the EMIR at Maxwell. He earned his B.A. in History from Cornell, and an M.Ed in Applied Linguistics from Open University, UK.

Ashley Longaker

Ashley Longaker
Capt. Ashley Longakercomes to the Maxwell School as part of the Defense Comptrollership Program. While pursuing her EMPA, she wishes to learn more about and have an in-depth understanding of the complex governmental and political issues such as healthcare reform. In July 2015, Ashley served as the Executive Officer for the 125th Financial Management Support Unit. After graduating the Defense Comptrollership Program, she will serve in a 2-year utilization tour. Ashley attended the ROTC program at Eastern Michigan University and was commissioned as a Branch Detailed Chemical Officer in August 2009.

Dheeravath  Madukar Naik
 Mr. Dheeravath Madukar Naik joins the Maxwell school seeking an EMPA by nomination of the Government of India. He most recently served in the Government of India as the Deputy Secretary in the Ministry of Minority Affairs, where he dealt with issues related to Indian Minority communities. While at Maxwell, Dheeravath hopes to gain international exposure and refine his administrative skills, adding great value to his job performance in India. He graduated in Electronics and Communication Engineering from the National Institute of Technology, Warangal.

Mo Mamaghani
Mr. Mo Mamaghani comes to the Maxwell School to pursue his Certificate of Advance Study in Public Infrastructure Management and Leadership (CAS-PIML). He hopes to further enhance his knowledge of organizational design, public administration, and leadership. Mo brings over Five years of industrial experience within the civil engineering consulting firms. He holds a M.S. in Structural Engineering and a B.S. in Civil Engineering from Azad University, Iran. He is Structural Engineering Ph.D. Candidate in the Department of Civil and Environmental Engineering at Syracuse University.

Michael Mapley
Mr. Michael Mapley continues his studies in the EMPA program with 18 years of experience as a SUNY police officer. He was a New York State Department of Criminal Justice Certified Police Instructor, leading instruction on the topics of firearms, use of force, defense tactic and various other enforcement training programs. Michael created and administers the Field Training Officer Program as well as the Rape Aggression Defense program. In 2008, he became the Lieutenant and is hoping to one day be the chief of a police department. Michael earned a B.A. in public justice from SUNY Oswego.

Ramachandra Mishra
Mr. Ramachandra Mishra joins the Maxwell School seeking his C.A.S. in Public Administration. He most recently served as the Director for the Cabinet Secretariat in New Delhi where he advises on policy issues and leads his administration. Ramachandra aims to improve his skills and confidence, as well as expanding to an international prospective that will enable him to discharge his responsibilities in Administration more efficiently. He earned his B.A. in Mechanical Engineering from the National Institute of Technology, Rourkela, and his Masters of Engineering from The Indian Institute of Technology, Chennai.

Hyun Mo Sung

Hyun  Mo Sung
 Mr. Hyun Mo Sung continues his EMPA at the Maxwell School in order to learn more about local government, and the management and function of them. He brings over 12 years of public sector experience from the Republic of Korea, currently serving as the Senior Deputy Director of the Social Policy Cooperation Bureau of the Korean Ministry of Education. Hyun Mo holds a BA in geography from Seoul National University.

Ali Nasser Al Hadwer

Ali Nasser Al Hadwer
Mr. Ali Nasser Al Hadwercontinues the EMPA program while concurrently pursuing a Master of Information Science in the iSchool at Syracuse University with an interest in information policy, leadership and e-government. He acted previously as the CIO for King Saud University for Health Sciences, where he was responsible for the strategic direction, management and operation of the University information resources. Ali has spent his career in the IT operation and management, primarily in public healthcare and higher education sectors. He earned a Master of Science in Information Management, Master of Science in Telecommunication and Network Management from Syracuse University. Ali also holds B.S in Computer and Information Sciences from King Saud University in Riyadh, Saudi Arabia.

Hkawng Naw

Hkawng  Naw
Ms. S. Hkawng Naw joins the Maxwell School pursuing an EMPA. She most recently worked as a National Program Officer in Myanmar for the American Jewish World Service, where she contributed to the development and implementation of AJWS’s grant making strategies for the country. Hkawng hopes to further understand the policy development process while gaining a wider scope of the role of administrative sectors within government. Her long-term goal is to set up a policy think tank focused on women’s rights, ethnic rights, and discriminatory and unjust policies in Burma. Hkawng earned her Bachelor of Commerce from the Monywa Economic Institute, as well as a Diploma in Political Science from the University of Yangon.

Amit Nirmal
Mr. Amit Nirmal joins the Maxwell School in pursuit of an EMPA.  He most recently worked as the Director in Ministry of Home Affairs in the Government of India, where he is responsible for border management of the Pakistan and Bangladesh borders. While earning his degree, Amit hopes to get a global exposure in public administration that will be valuable when implementing public policy within an official government’s executive framework. He completed his B.S. and M.S. in Statistics from the University of Rajasthan, Jaipur.

Chap. Maj. Mark Olsoncomes to the Maxwell School as part of the Defense Comptrollership Program and is a U.S. Army Chaplain (Major). While pursuing his EMPA, he wishes to learn more about faith-based NGO/non-profit management. Before entering the DCP he served as a cemetery chaplain at Arlington National Cemetery, Arlington Virginia. Upon graduation, Mark will continue to serve the US Army Chaplains Corps as a resource manager/comptroller. He received his Master of Divinity degree from the Southern Baptist Theological Seminary in Louisville, Kentucky in 2007 and was ordained in 2000.

Alisha Osborne-Baltimore
Capt. Alisha Osborne-Baltimore comes to the Maxwell School as part of the Defense Comptrollership Program as an Army Resource Manager. While pursuing her EMPA, she wishes to learn more about policy analysis. Before entering the DCP, Alisha’s primary responsibility was to execute the U.S. Army Pacific G6 Signal budget at Fort Shafter, Hawaii. She earned an Associate’s of Arts degree in 2003, a Bachelor’s of Science degree in 2005, and a Master’s of Science degree in 2008.

Ms. Ashley Pantelakiscomes to the Maxwell School as part of the Defense Comptrollership Program. She is a GS-13 Senior Auditor with the U.S. Army Audit Agency (USAAA). While pursuing her EMPA, she wishes to learn more about conflict resolution and policy implementation. Before entering the DCP, Ashley was the Auditor in Charge of the Expeditionary Audits team in Ft. Belvoir, VA. After graduation, she will work with the Strategic Audit Planning Office of USAA in the Pentagon. She earned her undergraduate degree from Longwood University in 2009, majoring in Business Administration with concentrations in Accounting and Marketing and minoring in Psychology.

Mr. Daniel Piston comes to the Maxwell School to pursue an EMPA while serving as a Program Coordinator for the Institute for Veterans and Military Families.​ His goals are to explore various topics including leadership, policy, international security, and international relations in order to determine how to make a positive impact in the world using these resources. Prior to attending Maxwell, Daniel served six years in the United States Navy reaching the rank of Petty Officer Second Class. He earned a B.S. in Health and Exercise Science from Syracuse University.

While pursuing his EMPA, he wishes to learn more about improving healthcare in the public sector. Before entering the DCP, he was the Company Commander at Keller Army Community Hospital at West Point, New York. After graduation, Brandon will complete a 1-year internship and an oral examination to serve as a Health Services Comptroller. He has earned a B.S. in Human Geography and a B.S. in Arabic from the United States Military Academy.

Mr. Robert Rivera joins the Maxwell School seeking an EMPA. He most recently worked as a Geospatial Intelligence Imagery Analyst for the United States Army. Robert aims to ultimately attain a corporate position as a Chief Security Officer, managing security assets, mitigating risks, and reducing liability of a company. He earned his B.S. in National Security Studies from New Jersey City University, and is currently also enrolled at the Syracuse University College of Law.

Dominic Robinson
 Mr. Dominic Robinson is continuing the EMPA program to cultivate more tools in the areas of policy, management, impact investing, finance and budgeting, and conflict resolution. He brings dozens of impactful initiatives under his belt that he has been able to accomplish over the past decade. He is currently the Vice President for the CenterState Corporation for Economic Opportunity. Dominic holds a B.A. in Religious Studies and Political Economy from Washington University in St. Louis.

Lindsay Roufa

Lindsay Roufa
 Capt. Lindsay Roufa joins the Maxwell School seeking an EMPA.  She currently serves as a Commissioned Officer in the United States Army, and works as the Senior Human Resources Officer for the 84th Ordinance Battalion. While studying at Maxwell, Lindsay aims to further her understanding of foreign policy, and America’s relationship in the globalized community. She then hopes to apply her education by improving military methods of global strategy and international policy, with a more worldly view and an awareness of all sociological elements involved. Lindsay received her B.S. from the Missouri University of Science and Technology.

Michael Rush

Mr. Michael Rush comes to the Maxwell School as part of the Defense Comptrollership Program. He is a Finance Major assigned as a Budget Analyst. While pursuing his EMPA, he wishes to learn more about policy management and implementation. Before entering the DCP, Michael was the Chief of the Resource Oversight Branch, National Guard Joint Staff. After graduation, he will return to the Military District of Washington. He earned an Associate’s degree in Business Management in 2000 and a B.S. in Business Administration from Florida State University in 2002.

Mr. Dong Wook Ryu continues his EMPA studies at the Maxwell School to learn more about policy analysis, conflict management, and risk prevention and management. He brings over 12 years of experience to the program, currently serving as the Deputy Director of the Audit Innovation Group of the Board of Audit and Inspection. Dong Wook holds a BA in economics from Hanyang University.

Mr. Khushnud Sapaev comes to the Maxwell School pursuing an EMPA. He most recently worked as the head of division for development of electronic government system architecture, where he managed and coordinated e-government projects. Khushnud seeks international knowledge, experience, and exposure to an education in public administration. He then hopes to improve e-governance in Uzbekistan, increasing transparency and citizen participation in important decision-making processes. Khushnud earned his B.S. from Tashkent State Technical University and his Master’s from Tashkent University of Information Technologies

Abdul Sarabi

Abdul Khaliq Sarabi
Mr. Abdul Khaliq Sarabi joins the Maxwell school in pursuit of his EMPA. He currently works as a Project Management Consultant in the Government of Islamic Republic in Afghanistan. Abdul wishes to study public administration with a particular focus on international development. Upon completion, he will go back working for the Administrative Office of the President to develop responsible policies and strategies to reform the Afghanistan civil service and government. Abdul earned his BBA and MBA from Preston University, as well as a MBA from IQRA University.

Capt. Alicia Scottcomes to the Maxwell School as part of the Defense Comptrollership Program. She is a U.S. Army Finance Officer. While pursuing her EMPA, she wishes to learn more about policy analysis and implementation. Before entering the DCP, she served as a Program Analyst in the Plans and Resources Directorate of the Army G1. Alicia has served nine years of active military duty. She earned a Bachelor of Science in Accounting in 2007 from North Carolina A&T State University.

 Mr. Amit Sharma comes to the Maxwell School in pursuit of his EMPA. He wishes to learn more about public budgeting and financial analysis, while examining different systems of government, policies, and cultures. Amit last served as Financial Advisor and Chief Accounts Officer from the Central Administrative Tribunal in New Delhi. He plans to apply his experience at Maxwell to his people through his continued public service. Amit earned his Bachelor of Technology in Electronics and Communication Engineering from the National Institute of Technology.

Briana Shults
Ms. Briana Shults joins the Maxwell School seeking her EMPA. Briana works as Internship and Employment Coordinator at the School of Education at Syracuse University. While at the Maxwell School, she plans to develop a strong mission and create connections while establishing additional professional relationships. After Maxwell, Briana aims to continue her contributions to the lives of individuals with intellectual and development disabilities in a higher education setting. She earned her B.S. in Biology and her Master of Science for Teachers from LeMoyne College.

Christopher Smith
Mr. Christopher Smith joins the Maxwell School to pursue an EMPA with an interest in nonprofit leadership and fund development in order to help bridge his career transition from the U.S. Marine Corps to nonprofit management.  He wishes to continue his public service in the nonprofit sector.  Christopher is currently Agency Relations Coordinator at the Food Bank of Central New York.  He graduated with a B.A. in Psychology from LeMoyne College.

Maj. Darryl Snyder comes to the Maxwell School as part of the Defense Comptrollership Program. He is an AGR Finance Officer. While pursuing his EMPA, he wishes to learn more about non-profit organizations. Prior to beginning the DCP, Darryl was assigned to the 200 Military Police Command in Ft. Meade, MD. After graduation from DCP, he plans to attend the Command and General Staff College. He holds a Bachelor of Science degree in Psychology, and is a Certified Defense Financial Manager (CDFM).

Mr. Kodo Takahashi joins the Maxwell School seeking his EMPA. While at Maxwell, Kodo aims to focus on social and environmental policy. He most recently served as an Assistant Director in the Ministry of Economy, Trade and Industry. After Maxwell, Kodo plans to engage in policy-making specifically geared towards the energy challenge and global warming. He earned his B.S. from Hokkaido University.

Mr. Jake Tanksley continues his studies towards an EMPA degree at Maxwell. Jake is currently the Director of Human Resources, Institutional Advancement at Syracuse University. He has an interest in collaborative management, team building, strategic management and conflict resolution.  He seeks skills in organizational management practices and budgeting processes. Jake earned his BS in Speech Communication from Syracuse University.

Mr. John Ida Jakondo Tete continues his studies towards an EMPA in order to learn more about policy implementation, and government management. In his career, John has helped establish the Bank of South Sudan’s Internal Audit department. Currently, he is the Internal Controller of the Norwegian People’s AID.  John holds a BS in accounting from the University of Juba in Khartoum, Sudan.

Mr. Mark Thompson continues at Maxwell in the EMPA program to pursue studies in public administration and energy policy.  He currently is a Senior Engineer in Substation Engineering and Design for National Grid in Syracuse.  Mark earned a Certificate of Advanced Study in Enterprise Technology Leadership from Syracuse University and a BS in Electrical Engineering Technology form the Rochester Institute of Technology in Rochester, NY.

While pursuing his EMPA, he wishes to learn more about non-profit organizations.  Before entering into the DCP, Taylor was the Detachment Commander for Charlie Detachment 101st Financial Management Support Unit, leading the detachment through deactivation. He has served eight years in the Army. He earned a Bachelor’s degree in Business Management and Psychology from Guilford College in 2006.

Mr. Seth Tucker continues his studies at the Maxwell School pursuing his EMPA. Seth was recently appointed Director, International and Domestic Travel Safety and Support, where he will inaugurate the University’s international and domestic travel safety program. He wishes to continue his learning of nonprofit management, finance and budgeting.  Seth earned his Ph.D. in Political Science and M.A. in International Relations from Syracuse University and B.A. in Political Science from Presbyterian College.​

Mr. Raymond Wentworthcontinues his studies at the Maxwell School as an EMPA candidate with an interest in grassroots organizations and nonprofit management.  He was most recently at Bank of New York Mellon in Syracuse, where he worked in client services.  He is a Navy veteran and intends to continue to serve his community and advocate for veterans.  He has a Bachelor’s degree in Political Science from LeMoyne College in Syracuse.

Ms. Melissa Whipps continues her studies in the EMPA program at the Maxwell School to enhance her knowledge of the public sector, strategic planning and to increase her expertise in non-profit management. She currently is the Director of Foundation Relations at Syracuse University, where she works with University faculty to develop and write proposals to private and corporate philanthropic foundations. Melissa holds a B.A in Earth Science from Wesleyan University and a Master’s of Science in Oceanography from Oregon State University.

Mr. Jong Ha Woocontinues his studies toward an EMPA at the Maxwell School, learning more about advanced public administration theories, and policy implications. He brings public sector experience to the program, currently serving as Deputy Director of the Investment Assessment Division of Planning and Coordination Office of the Ministry of Land, Infrastructure, and Transport of Korea. Jong Ha holds a bachelor’s degree in business administration from Korea University.

Mammad Zulfugarov
Mr. Mammad Zulfugarovjoins the EMPA program at the Maxwell School to explore the issues of economic dimensions of global power, as well as sustainable development challenges in regional and global perspectives. He is a career diplomat with more than twelve years of dedication to international affairs, currently as First Secretary in the Regional Cooperation Division of the Ministry of Foreign Affairs of the Republic of Azerbaijan. He is eager to focus on related issues such as regional connectivity as an instrument for sustainable growth and security via a research assistantship. Mammad holds a Master’s degree in Economics with a specialization in International business and a Bachelor’s degree in Economics and Management from Azerbaijan State University of Economics.
