Andrew S. London, professor of sociology, has coauthored an article in the journal American Review of Public Administration entitled "Clients' Perspectives on a Technology-Based Food Assistance Application System." The expansion of e-government is reshaping how disadvantaged groups access social welfare, but little is known about their experience with new electronic systems.
London et al. studied how Florida's transition to an electronic "online-only" system for Supplemental Nutritional Assistance Program (SNAP or food stamps) created four major problems, especially for non-native English speakers, and why Florida differed from other state adoptions of an electronic system for SNAP. The article will appear in the journal's November edition and is currently available online. 10/14/13
