India amended its constitution in 1992 to promote local democracy. The amendment required state governments to set up elected local councils (panchayats) and devolve governance to them.
Two decades hence, some states have decentralized administrative and financial resources to democratically elected panchayats, while others sideline them to carry out administration via state-appointed bureaucrats. What explains this variation in the degree of decentralization that we observe in Indian states?
