A Policy Agenda of Improving China’s Higher Education Equity: Poverty-Stricken Areas Special Enrollment Plan

With the gap between the rich and poor increasing in China, the fair allocation of high-quality higher education resources is garnering increased attention. In 2012, a plan named “Poverty-stricken Areas Special Enrollment Plan” was sponsored by various ministries including the Ministry of Education. The main goal of this plan is to increase the higher education enrollment opportunities of students in poor areas. Till now, there are 96 major universities participating in this plan. This talk will compare the differences between individual university policies, and examine the effect of this plan during the past six years.
