Mr. Vincent Picard serves as the Senior Public Affairs Officer for the Department of State’s Bureau of Counterterrorism, where he provides strategic communications direction for senior Department leadership on international counterterrorism programs and policies. Mr. Picard is also the editor of the annual Congressionally mandated Country Reports on Terrorism, one of the State Department’s premiere annual reports.

Previously, Mr. Picard served as a Director for Press on the National Security Council at the White House, where he oversaw public facing campaigns on Western Hemisphere affairs, homeland security, counterterrorism, and disaster response for the Executive Office of the President. Prior assignments include managing a national public affairs program at the Department of Homeland Security and implementing public involvement programs for the U.S. Forest Service.

A veteran of the U.S. Army, Mr. Picard resides in Arlington, Va., with his wife Cindy, who teaches French and English.
