Restoration of the Wic Wac Valley

Jeff Loux (University of California-Davis)

November 2022

Summary:

The Governor has convened a blue-ribbon task force to address perceived environment versus economy issues in the Wic Wac Valley.  Among the task force members are career public servants, environmental advocates, key community leaders, politicians, a university professor, and a fly fisher.  Issues include decommissioning a dam and land use conflicts. As is the case in most collaborative problem solving endeavors, the intent is to satisfy as many interests as possible. At the same time, each individual negotiator is tasked with representing his or her organization as effectively as possible.  Thus, each player must be both participative and authoritative. Other characteristics that add to the complexity of this simulation are numerous. There are multiple members. Task force members bring both different and common missions. There are different degrees of power and multiple issues.
