Summary:

This case is about public managers deliberately choosing a strategy of collaboration in order to "grow" a new public organization.  It puts the readers in the shoes of the leadership team of the U.S. Institute for Environmental Conflict Resolution and examines their strategic management challenges beginning with the birth of the Institute in 1998. It stimulates readers to think critically about collaboration as a management strategy.
