While brainpower has become a strategic resource, the competition for high-level innovative workers has become more intense than ever. Countries have tried their own means to attract not only the well-established talent, but also young people with development potential to come to their countries and work for them. China is standing on a historical juncture as it is simultaneously experiencing an economic slowdown, undertaking structural reform, and digesting the legacy of previous stimulus policies. How to attract the world’s high-level innovative minds is a crucial issue. What’s needed is the creation of a people-oriented innovation eco-system that provides a strong guarantee to support the well-being and R&D facilities of the high-level intellectuals.
