Bio
Brynt Parmeter joins the Maxwell School of Citizenship and Public Affairs in the fall of 2025 as professor of practice of public administration and international affairs. He is also the Phanstiel Chair in Leadership.
Prior to joining Syracuse University, he served as the inaugural chief talent management officer (CTMO) for the U.S. Department of Defense. In this role, he led the department’s Total Force talent strategy and reforms across the military departments, Joint Staff, Office of the Secretary of Defense and interagency partners. He was also the head of Non-Traditional Talent, Military and Veterans Affairs, and STEM workforce programs at Walmart, the Fortune 1 company and world’s largest retailer.
A U.S. Army combat veteran, Parmeter served nearly 25 years as an infantry officer, including 40 months of combat service in Iraq. His assignments included leadership roles in light, airborne, air assault and mechanized units in the U.S., Asia, Europe and the Middle East. He retired as a colonel and received numerous honors, including three Bronze Stars and the Combat Infantryman’s Badge.
After the Army, Parmeter co-founded and grew several technology and manufacturing ventures in Palo Alto and San Jose, California, including NextFlex, an Advanced Manufacturing Innovation Institute, and BMNT, Inc., a national security innovation consultancy. He was also a Science and Technology Policy Fellow at the U.S. Department of Energy.
In 2017, he was appointed the first civilian aide to the secretary of the Army (CASA) for California’s Silicon Valley and later served as CASA for Arkansas. Parmeter has served on numerous national and state boards, including a National Science Foundation advisory board on the future of work, the Santa Clara County Workforce Innovation Board,and Camp Alliance, Inc., and has taught numerous courses in leadership, policy, strategy and change management.
Parmeter holds a bachelor of science from the U.S. Military Academy at West Point, master’s degrees from Louisiana State University and the U.S. Army War College, and a graduate certificate in entrepreneurship and innovation from Stanford University’s Graduate School of Business.
