"Illicitly proliferated Man-Portable Air Defense Systems (MANPADS) and Anti-Tank Guided Missiles, or All-purpose Tactical Guided Missiles (ATGMs), continue to pose risks to international skies," writes Maxwell student Megan Edenfeld.
