The federal Title X program, which funds reproductive health services for low-income patients, is being overhauled under new Trump administration guidelines that shift its focus from contraception access to promoting “family formation,” fertility awareness and natural family planning methods.

Health policy researchers and clinicians warn the changes will disproportionately harm low-income and minority women who rely on Title X services, while anti-abortion groups and the administration say the new direction better supports families and aligns with pronatalist goals.

Leonard Lopoo, professor of public administration and international affairs and Paul Volcker Chair in Behavioral Economics, says the federal government could help families achieve their family planning goals by expanding pregnancy prevention and infertility treatments at all income levels.

“When you’re trying to take away the funding for someone who doesn’t want to have a child, that’s not the same as providing funding to support someone who does,” Lopoo says.
