In a speech to the U.N. General Assembly, Iranian President Masoud Pezeshkian blamed the U.S. and Israel for stoking global instability while accusing them of launching illegal attacks on his country’s civilians and infrastructure.

The address was a rebuke to President Donald Trump, who told the U.N. a day earlier that he was weighing whether to “annihilate” Iran after nearly seven months at war. It also contradicted Trump’s insistent narrative that Iran desperately seeks a peace deal, and that one is likely to come right after the Nov. 3 midterm elections.

“One point I would make relative to the Iranian president's speech, there are still splits in the leadership over there. They don't always speak with one voice, but hopefully, things will progress either before or after the elections, because eventually, there's going to have to be some kind of negotiated settlement to, for example, the Straits of Hormuz and so forth,” says Vice Adm. Robert Murrett (Ret.), professor of practice of public administration and international affairs.
