A Democratic takeover of Congress could help restore Ukraine aid, strengthen sanctions against Russia and increase oversight of the Trump administration’s Ukraine policy. However, experts say it would not immediately resolve weapons shortages or guarantee changes in U.S. policy, since Trump retains significant control over foreign affairs.
“Given that there is strong Democratic support for Ukraine in Congress—and notable Republican support—it is possible that new Ukraine assistance packages will pass both houses and be sent to President Trump,” Brian Taylor, professor of political science, tells Newsweek.
But, “regardless of the midterm election results, the president still dominates foreign policy,” says Taylor.
In the Spectrum News article, “Ukrainians in Syracuse hope midterms bring change to war,” Taylor says, “I don't think they're likely to have a huge influence, just because the president traditionally is the dominant voice on foreign policy issues, and it's hard for Congress to change that.”
However, he says that the midterms could lead to an increase in funding for military and economic support for Ukraine, something that has not directly occurred since January 2025.
